There is enclosed a copy of a memorandum, dated February 29,
1952, addressed to the Criminal Division by the Director of-the Federal
Bureau of Investigation, relative to the matter mentioned above. The
facts indicate that there may be a violation of the Mutual Defense
Assistance Act (22 U.S.C. 1571-1584), the conspiracy statute (18 U.S.C.
371), the bribery statutes (18 U.S.C. 201 and 202), or other federal
criminal statutes.
Since this Department has no investigative facilities in
it will be appreciated if your agency will follow this matter
an give us a report on any further activities of Din his
effort to perfect the arrangements referred to in the enclosed memo-
randum. In this connection, it will be helpful if facts relating to
the following can be developed:
(1) The exact nature of I I employment
.
(2) status and connections.
(3) The names of the 0 firms for which funds may
be obtained, including the nature of the business
of such firms.
(4) Identity of the funds which may be obtained--whether
United States funds for European relief, military
equipment, cr for other purposes.
It will be appreciated if you will give us a report covering
any information which your agency may be able to develop relative to
this matter.
