Economic Intelligence: Draft letter re Survey in Pentagon completed
21 June, being typed in ORE. Interim Report to Executive Secre-
tary, NSC, will then be drafted in ORE.
CIA Emergency Plans: Continuing work on basis of new instruction
from Executive.
Distribution Proposal circulated to Assistant Directors
for coordination 2_4 June. Changed (and maybe cancelled) by
DCI's Memorandum of 22 June-1950 to AD/OCD and AD/O0 and by
AD/OCD's dissent of 23 June.
Policy Concerning Working Papers: Awaiting comments from ORE fol-
lowing their issuance of ORE Order No. 13.
Security of Information and Avoidance of Publicity: Outside agencies
have taken some steps to implement NSCIDs 11 and 12 in accordance
with their ideas and with the procedures in the different agencies.
Chief, I&SS, thinks CIA has no authority or responsibility for
enforcement. No reply from General Counsel to COAPS Memorandum
of 1 May. No further action will be taken by CORPS.
Analysis of "Re uirements" Situation Pre ared bX Man ement: Under
study in COAPS, and awaiting receipt of 00 Memorandum - same
subject.
Watch Committee: Agencies' replies to 6 March proposal for an
Interagency Operating Procedure (substitutions, changes, and
objections) referred to ORE for consideration in April. Appar-
ently Committee is working and can continue without detailed
procedural agreement, so this matter has been dropped by
COAPS,
Conferences With U. S. Officials Returns from Abroad: Army's
disapproval of 15 June to this proposal of 24 April referred to
Chief, I&SS, and AD/ORE. Agreement may be completed with others
and Army allowed to participate if it agrees to the security
provisions.
