In referenced memorandum Chief, Shipbuilding Branch reque approval of a plan which will reduce intelligence mfintenance time spent by the Branch. This could be accomplished by dropping all maintenance on four categories of reaponsibility. These categories are a. Industries producing Naval Ordnance b. The shipbuilding industries of Albania, Bulgaria, North Korea and Communist Indo China. c. Shipbuilding for the Bloc in Italy, Japan and France. d. All ship component and ship equipment industries except main propnlsion machinery. 2. In reviewing the items which are recommended for dropping, I find that they are of very low priority and that we have as yet never produced definitive reports on these subjects. However, I feel that the Branch cannot completely be relieved of all mainten- ance responsibilities on these aubjects- Approval is granted to relieve the Branch of responsibility for the maintenance of intelligence on these subjects with respect to minute details under the condition that the Branch maintains an awarenesa of highly significant developments on these subjects. This directive is to be interpreted to require almoat complete relaxation of the responsibility of covering these items by means of extensive files or extensive detailed search for bits and pieces of intelligence. Rather it should be interpreted as to direct the Branch to keep aware of the one or perhaps two significant items which might appear eaeh year on these subjects.
