ONI offers no objection to the "statement of requirements* mentioned in paragraph 3 of the reference and will make every effort to meet such requirements. However.. ONI is forbidden to release the verbatim text of operational dispatches received from or sent to U.S. Naval Forces. Out- going dispatches to these forces contain no intelligence not already made available to the CIA through established channels. Incoming dispatches containing information of an intelligence value will be extracted and this information supplied to the OIL.
