Mussett, Plans and Policies Staff of the Office of the Assistant Chief of Staff-2, Headquarters, Department of the Air Force, he assured me that the last sentence of the attached memo- randum from General Schulgen, subject as above, dated 22 October 1947, was incorrect and should have read - "It is requested that this problem be placed on the agenda for consideration at an early IAC meeting". 2. Colonel Mussett is aware of the fact that the CIA has not yet received the designated representatives of the members of the National Security Council to serve on the proposed Intelli- gence Advisory Committee. Chief of M Staff-2 \dN Approved For Release 2004/07/0 3VX-15-A am &1F0004-2 Approved For Ref a 2004/07/08: CIA- J731 R06a600020004-2 INTERROGATION OF ALIENS AS A SOURCE *OF INTELLIGENCE INFORMATION To develop a coordinated program for interrogation of aliens as a source of intelligence information, FACTS BEARING ON ME PROBLEM AND DISCUSSION 2, The great mass of foreigners coming into this country including annually over 150,000 persons on a quota basis and tens of thousands of tourists, business representatives and refugees, are not in general screened for information of value to the security of the United States, Lack of personnel in the Army, Navy, and Air Force precludes any sub- stantial coverage of such aliens. The Immigration and Naturalization services interview immigrants but only for determination of qualification for citizenship. The Federal Bureau of Investigation is primarily interested in those aliens of known questionable tendencies. 3, Furthermore, even though efforts were to be made by IAC agencies to carry out such interrogations, an uncoordinated program would lead to duplication and to progressive deterioration of any particular informant as a source. A coordinated program would on the other hand result in a conservation of effort and be productive of more efficiently collated information, 4. It is considered that pursuant to the provisions of the National Security Act, the Central Intelligence Agency is the proper agency to make recommendations to the National Security Council for the coordination Approved For Release 2004/07/08 CIA- RflORO1731 R002600020004-2 Approved For Reease 2004/07/08 (OR0 1731 RC1~li'600020004-2 of this intelligence activity. It is further considered that in the interest of efficiency and economy at least a portion of these interro- gations, particularly those which involve aliens believed to have information in various fields, might well be conducted by Central Intelligence Agency representatives as a common service. 5. The Federal Bureau of Investigation would of course be consulted in connection with the establishing of the overall program and in connection with the particular individuals to be interrogated. RE COMEMDA TI ON 6. It is recommended that the Central Intelligence Agency recommend to the National Security Council, a. A program designed to coordinate the interrogation of aliens as a source of intelligence information. b. That the Central Intelligence Agency be authorized ?to perform for the benefit of the existing intelligence agencies, such interrogations of aliens as can be more efficiently accomplished centrally.
