I refer to your request for the views of the Department of DoFonso
on S. J. Res. 96, "To strengthen the foreign relations of the Unit- A
States by establishing a Commission on International Tolecommunicattiors".
Thu Secretary of Defense has delegated to this Department the rosponsi-
bility for expressing the views of the Department of Dofonso.
The -ourrose of S. J. Ros. 96 is to strengthen the foreign relEi.tions
of the United States by establishing a nine-man commission to examine,
study and report on the subject of International Tolocomnunications and
to recommend agreements, policies and measures which will stimulate the
development and effective use of this media in fostering cooperation and
mutual understanding among the free nations of the world.
The Department of Defense interposes no objection to the onactk:went
of S. J. Roe. 96.
The Department of Dofonse is unable to estimate the fiscal cff,cts
of S. J. Ros. 96.
This report has been coordinated among the departments and bop;-do
of the Department of Defense in accordance with the procedures proscribed
by the Secretary of Defense.
The Bureau of the Budget advises that there is no objection to the
submission of this report.
