Dear Mr. Larkin, Progress of the proposed Bill to '.:lend Section 605 of the Communications Act of 1934 to enable appropriate departments and agencies of the Government to receive copies of certain types of private telecommunications is being followed with keen interest by the member departments and agencies of the United States Communication Intelligence Board (U`3CIB), The members are anxious to give all possible support to measures designed to secure the proposed Bill's passage and have accord- ingly exerted a continuing effort to keep advised of develop- ments. USCIB has been informed that on 17 November 1947 the pro- posed Bill was forwarded to the office of the Secretary of Defense for comment and that the draft is presently receiving your attentions Aside from the fact that this Bill represents an effort to implement one of the important recoiTaendations of the Pearl Harbor Investigating Committee, the Board considers that passage of legislation, which will enable the corn unica- tion intelligence activities of the Government to secure copies of desired telecommunications, is a most urgent need in support of the national security. Accordingly, the Board has requested me to pass this information on to you with assurance that its members are anxious to assist your office in any way possible concerning the matter. Any comments or suggestions your office may care to make respecting; such efforts will be warmly welcomed. since it is the unanimous opinion of the Board that all cleans practicable should be invoked to secure passage of suitable legislation at the earliest possible time.
