General runner's acquirements
1. In pursuance of your request I hove, today, discu
informally with Colonel Maas the requires:novae which you reported
to me might be covered for General -runner by AQUATONE,
Z. Colonel Macia informed me that General Tunner's require-
ments originated as follows: General Gruen:her requested authority
from the JCS to conduct overflights to obtain intelligence an SACEUtt
Atomic Strike List. Authority was granted for 16 such flights. General
runner has the responeibility to accomplish this purpose.
3. According to Macia, General Twiner is in the position of either
obtaining a commitment that his targets will be covered by AQUATONZ
or if that i not possible instituting operations himself. Made stated
that AFOIN would not like to see CIA make a commitment to cover these
targets for the rumen that they are not of sufficient vital importance.
(The 220 targets which compose the SAC1LUR Strike List do not coincide
with the AVOIN targets which are considered by it to be of sufficient
importance to warrant the risk of a project suck as AQUATONE).
4. Macia stated that the reply to General Tunuer's cable (which 1
have not seen) which requests a commitment from CIA with regard to
his targets will be the subject of discussion and decision on IS June
between Generel Evers st. General Lewis and the Chief of Operations.
/Ostia indicated that Colonel Borg would transmit guidance to Mr.
Bissell thereafter.
5. Insofar as AQUA TONE hallow penetrations ubsequently
deeper) covers Tenner's targets, 4tFUiN will inure (a) that the product
of such AQUATONE overflights will reach Tanner through the TALENT
Control System for his use and (b) that since runner's operational flight
plans 'which he may feel he must undertake mast be epproved, in Washington,
AFOIN will be in a position to give guidance so that Tunner does not
duplicate AQUATONE overflights.

6. It was cloar that at least Illecie and Lewis profs ed that
Tunner's operation not be undertaken because of its possible
jeopardy to AQUATONE as woll as for other reaeons not stated.
7. 1 informod Maxim that I would report this info motion to you
and that you had indicated you may wish to spook to Gilmore' Lewis
on this matter subsequent to our talk.
