MEMORANDUM FOR: Deputy for Operations, OSA
SUBJECT: Quarterly Review of Contract Requirements._.
1. Following are corrections and/or changes to the
IDEALIST Operational Concept, Attachment I to memo from
Deputy for Field Activities OSA, subject, "Operations
25X1A Concept", 4 February 1966
a. Paragraph 3b. A full time requirement also
exists at Detachment "H" for an Operations Officer and
Flight Planner from Detachment "G". These two personnel
are placed on a temporary duty basis to augment Detach-
ment "H" operation in the event that deployments to
or another future base for recovery and

b. Paragraph 3d. Since the prepositioned equipment

There it will be repaired and maintained. If a deploy-

lift will be necessary to bring in the stored assets and
25X1A equipment from 0 and additional support equipment
and personnel from USAFE and Detachment "G".
c. Paragraph 3e(2). In an effort to economize to
a degree, present plans anticipate the recall of the
hnical representative from Detachment "H".

All FFD-3 units in IDEALIST will be stored and maintained
at Detachment "G" and be ready for deployment should the
occasion arise.

d. Paragraph 6d. Drop tanks will be used on at
least ten missions per year.
e. Paragraph 6h. Oscar Sierra will be required on
all operational missions.
f. Paragraph 7a. IDEALIST U-2 aircraft inventory
will be maintained at a level of seven. Three each'will
be at Detachments "G" and "H". One aircraft will be
available to Detachment "G" approximately one half of
the time. The other half of the time will be required
by Lockheed Aircraft Corporation for new equipment mod-
ifications and testing.
Paragraph 7b. Force level of seven aircraft
will be maintained instead of ten.
h. Paragraph 8c. After a careful analysis of
existing flying time figures, flying hours available
will be computed on a basis of 35 hours per month for
each aircraft available. Previous figure used was
30 hours per month.
2. Flying hours available will remain at 2520 hours per
year for six aircraft, plus a bonus of 180 hours that will be
.available to Detachment "G" based on 50/50 use of the

seventh U-2 between Edwards and Loc eed.
