SUBJECT: Latin American Paper for Citation in PROCIB Minutes

1. With reference to Mr. 's suggestion this date that
the minutes of the last PROCIB session make reference to as well as
enclose a copy of the subject paper, I recommend something like the
following be included in those minutes:
Political Newspapers and Journals of Latin America - A
Working Paper, dated May 15, 1961, copy attached, is a 133
page study compiled by Mr. Acting Latin America 25X1A9a
Area Coordinator, in the CIA Library's Acquisitions Branch.
This study was requested by the Pan American Union to facili-
tate discussion by Latin American scholars and librarians at
the Sixth Seminar on the Acquisition of Latin American Library
Materials, held at Southern Illinois University, Carbondale,
Illinois, on July 6-8, 1961.
2. It is my feeling that this kind of citation will tend to put
the publication in some respectable area of authority, since it bears
no author or other identity at 25X1A9a
