MEMORANDUM FOR: Executive Secretary, Utilization Advisory Board
SUBJECT Proposal for Utilization of TALENT Material in
Cartographic Production by CIA
1. Attached is a proposed plan for the utilization of
TALENT material outside the .TALENT Control System in support of
the ORR town plan program. It is to be noted that the proposal
presents, first, the methodology to be employed; second, .the
security precautions to be followed; and, third, the rationale
that can be presented personnel who evince curiosity concerning
the source materials from which the town plans are derived.
2. It is to be noted further that the basic sanitization
scheme employs available collateral as cover for TALENT material.
In cases where such collateral either does not exist or is too
scant, the town plan produced will be retained in the TALENT
Control System. Should the CHESS classification prove too
restrictive, the UAB will be requested to authorize 'the prepara-
tion of fabricated documents to backstop a non-TALENT publication.
3. If considered desirable, the Acting Chief, Geographic
Research Area is prepared to discuss this proposal in detail before
the Utilization Advisory Board.
