FOREWORD
The purpose of this survey is to provide assistance to intelligence
analysis of Sino-Soviet Bloc efforts to gain economic and political
advantage by expanding economic and technical relations with Free World
countries. The survey lists all known government-conducted and govern-
ment-sponsored economic research on the selected Free World areas covered,
through the SECRET classification.* The material listed includes:
1. Research .studies and analYtical reports dealing directly with
Bloc economic and. technical penetration.
2. Research studies -which caat light on the economic vulnera-
bilities of particular areas and countries to this type
of Bloc penetration.
3. Reports on specialized aspects of particular Free World
economies, which provide useful background material for
arelysts studying the susCeptibilitied of these countries
to Bloc economic influences.
This survey lists projects initiated, in progress, completed or
cancelled during the period 1 July 1956 through 30 June 1957. Previous
surveys covered calendar year 1954, and the period 1 January 1955
through 30 June 1956.
The material on external research projects** was assembled by
the EIC Secretariat with the assistance of the External Research Staff
of the Department of State. The economic sections of National
Intelligence Estimates and certain of the basic economic contributions

"Economic" is defined broadly for purposes of this survey, as
indicated in thc? Table of Contents. The majority of projects listed
are primarily economic in character, but technical projects which
contain economic sections or have economic implications have been
included.
The geographic areas covered in this survey are limited to the
countries of principal emphasis in the current Sino-Soviet Bloc
economic offensive. Coverage is based primarily on that of the EIC
Reports on Sino-,3oviet Bloc Economic ActivitieS in Underdeveloped
Areas. The countries covered are as follows:

Description: The contractor is to assist the Gov-
ernment of Pakistan by (1) preparing development
studies of such specific industries as may be
designated by the government from time to time.
These studies are to cover both production and
marketing and will be in sufficient detail to
include definite recommendations on alternative
types of production, general layout and location
of plantp and general organization and system of
matketintg; and (2) analyzing the relative costs
and benefits of different possible limes pro-
mising the maximum return, including their
foreign exchange implications. The work to be
done should result in a recommended "Action
Program" for the orderly industrial development
of Pakistan, which should include: (1) qualitative
opinion of industries on such general terms as
favorable for investment, marginal or unfavor-
able; (2) recommendations and measures to bring
to the attention of domestic (Pakistan) and
foreign investors attractive opportunities for
the investment of capital; (3) recommendations
for a systematic step by step of industrial
financial expansion, based on all pertinent
factors of past, present and planned future
economies of Pakistan.

orderly development of highway and street con-
nections to the arterial system; (3) a study of
the present and future improvement plans for
ports, railways, and ferries particularly in
reference to highway and street services to
terminals; and (4) investigation and study of
any other factors which operate now or may in
the future operate within the city to affect the
proposed primary and feeder arterials of the
present street system, or which cause traffic
congestion. This report is the property of the
Republic of Turkey but is available for in-
spection by authorized U. S. Officials in the
Office of Industrial Resources, ICA.

SECTION 35. Ports and Naval Facilities
Presents a comprehensive evaluative discussion of areal distri-
bution and grouping of Ports; characteristics of ports in regard to:
comparative size, layout, normal commercial capacity, use, methods of
operation, adequacy, and relative significance in and functional
relation to the transportation system and commercial economy of the
area; the government, control and administration. General analysis
of naval facilities with tables of activities and facilities of each
base included.

Includes a brief summary of the Merchant Marine of the country
under study (number of ships, ownership, normal trade, place in the
economy, generhl policy, and adaptability for military Use), organiza-
tion, composition, shipping program (construction, purchase or sale
of vessels, chartering of vessels), normal shipping routes and ports
of call) and ofperations and traffic.
SECTION 3 . Civil Air
Presents an over-all discussion of civil aviation within and
related to the country under study; summarizes the basic law or laws
governing civil aviation, names the government agency responsible for
the administration of such laws (evaluating the effectiveness of the
agency); discusses questions of government control and policy, degree
of cooperation' in international aviation organizations and agreements;
outlines the history, ownership, organization, etc., of both scheduled
and miscellanOus air carriers; and discusses the civil air facilities
and military potential of the country under study.
SECTION zp. Telecommunications
Discusses potential military use of telecommunications system,
and the pOtent1a1 bottlenecks; describes the adequacy, efficiency,
dependability of the domestic and international telecommunications
facilities, i.p., telephone, telegraph, submarine cables, landlines,
and radio (both domestic and international).
CHAPTER IV. SOCIOLOGICAL
SECTION 4.1. Population
Presents ?a brief description of the size and geographical dis-
tribution of the population, its structure (age by five year groups,
sex, marital status, impact on population of World War II), its
change (historical growth, vital statistics, and immigration and
emigration), and population problems and policy.

Includes manpower potential in relation to the total population
and an outline of the labor force by industry and occupation; dis-
cusses the utilization of potential labor supply; wages and working
conditions, and gives an indication of the labor supply; outlines
the whole scope of labor relations and organizations.
CHAITER V. POLITICAL
SECTION 53. Political Dynamics
Presents a discussion of development and extent of political
awareness among the people of the Country under study and relates it
to the educational system and other factors which prepare the population:\
for political responsibility; describes the constitution and legal
provisions governing the operation and membership of political parties,
the economic, social, and religious interests represented and their
influence in the parties; makes a comparison of the strength of the
various parties; outlines the electoral procedures including a
description of the electorate; and discusses the legal position,
character, and degree of influence of pressure groups.
CHAPTER VI. ECONOMIC
SECTION 60. Introduction
In the introduction an attempt is made to define the significant
aspects of each sector of the econOmy, to assess the part it plays in
the total economic structure of the area, and to examine the factors
which condition the scope and direction of the economic process.

SECTION 61. Agriculture, Fisheries, and Forestry
Includes a discussion of the principal agricultural areas, the
supply and production of livestock and major crops, production practices
and equipment ussd, ownership and government policies, and food con-
sumption with respect to the source of supply - domestic and foreign.
Descriptions of the fishing industry and forest resources and products
are also included.
SECTION 62. Fuels and Power
Includes analysis of domestic production, consumption and use
pattern of solid. fuels, petroleum, and electric power. Also covers
by-products, dependence on foreign sources of supply, future require-
ments and developments, government policies, labor transportation,
and strategic significances. In most instances there are tables
showing the consumption of primary fuels by calory equivalent and
by major consumer classes.
SECTION 63. Minerals and Metals
Discusses all aspects of production and consumption and analyzes
the relative importance of these industries in terms of their contri-
bution to the national income and their comparative position in world
output and consumption. Covers-ferrous and nonferrous ores, metals
and alloys, nonntallic minerals, and construction materials and
includes tables, maps and graphs showing mine locations, production,
imports and exports and stocks.
SECTION 64. Manufacturing and Construction
The study discusses the industry in terms of ownership, degree
of integration, government policy, and international agreements. It
includes a description of the position of the industry as an employer
of manpower, a sector for investment, and a contributor to national
income. Its dependence on foreign sources of raw material and equip-
ment) its competitive position in domestic and foreign markets and

Specific industries include industrial machinery, motor vehicles,
aircraft, shipbuilding, explosives; guns and other military
supplies, telecommunications equipment, chemicals, agricultural
processing, fibers, fabrics, rubber, construction, others.
SECTION 65, Trade and Finance
Describes and analyzes the juridical forms of business ownership,
the pattern and organization of domestic trade and finance (including
government financial and fiscal policies), and foreign trade and
finance (including the balance of payments position).
CHATTER IX. MAP AND CHART APPRAISAL
Provides a basis for the appraisal of the mapping program and all
types of maps (including embossed Maps), charts) and molded relief
models that are customarily available for any specific country.
However, many of the countries included in the NIS schedule have no
adequate mapping programs or are not satisfactorily covered by maps of
all types. This Chapter is divided into three sections: (a) a
general analysis of the mapping situation of a given country,
lb) recommendations of the best maps available for specific uses, and
c) appraisals of all maps recommended.
SUPPLEMENT V. PETROLEUM
Contains more detailed information as to exploration and develop-
ment, production, refining and processing, transportation, equipment
and materials, requirements and supply, and economic and political
aspects, as well as a discussion of the natural gas situation.
