 This bibliography of economic and scientific and technical guide
requirements has been compiled by the various intelligence components
of the U.S. government in support of their intelligence production
responsibilities and to provide a convenient reference for collectors
of intelligence as well as for those individuals concerned with
production and requirements. The bibliography is composed of the more
significant requirements and collection guidance materials in the
fields of foreign economic and scientific and technical activities as
determined by the EIC Subcommittee on Requirements and Facilities for
Collation. The bibliography was reviewed and concurred in by the
Economic Intelligence Committee, the Scientific Estimates Committee,
the Joint Atomic Energy Intelligence Committee, and the Guided
Missiles Intelligence Committee.
The subjects in the bibliography have been arranged alphabetically,
and an attempt has been made to avoid overlapping among the categories.
Requirements and guidance materials which are composed of a wide
variety of subjects have been included under the heading "General."
The following three criteria have been applied in the compilation
of the bibliography:
1. Limited subject matter. The bibliography is limited to
certain foreign economic and scientific and technical subjects which,
in a general way, are the common targets of many collectors. Subjects
which primarily interest only one intelligence organizatio , such as
political and sociological items of primary interest to the artment
of State and air order of ba tle items of primary concern to the
Department of the Air Force ;have been omitted.
2. Long-term requirements. The bibliography is limited to
guidance requirements that cover subjects of basic intelligence interest
and that will remain active as tools for collection purposes for a
relatively long period. Short-term requirements as well as those sub-
ject to frequent revision have not been included.
3. General applicability. The bibliography is limited to
those requirements which are applicable to exploitation of many
sources of intelligence information. Specific requirements directed
at one-time, one-source exploitation are, therefore, not included.

The bibliography is designed to serve a dual purpose:
1. To eliminate unnecessary duplication. Most members of
the intelligence community issue economic and scientific and technical
requirements. This bibliography enables members of the community to
determine whether the standing requirements azd guidance materials
already published might be usable in whole or in part in their own
collection effort. The use of existing materLal would avoid unneces-
sary duplication and all members of the intelLigence community would
gain from the interchange and use of requirements published by other
members.
2. As a collection aid. Extensive distribution of this
bibliography could show collectors the extent of permanent requirements
and guidance material available for use as collection instruments. In
the absence of specific requirements for specialized sources, the
non-technical collector could improve exploitation by reference to
particular collection guides listed herein.
