(Index Page 12) Page 10 Record Unmatched By Any Other Publication WE BEGIN OUR 11th YEAR This "the Jan. 20, 1974 issue, is the start of the eleventh year of TACTICS magazine. There Is nothing comparable. An early leaflet, answering the question, "But what is TACTICS?", said: "TACTICS isprimartly a technical lournal on matters relating to propaganda pressures-propaganda warfare. But it also fulfills the function of a specialized newsletter. Because of the hush-hush and distortions caused by the anti- anticommunist propaganda climate and by an in- sidious news management approach, practically every issue or TACTICS contains news 'scoops' and news 'exclusives'. This was not precisely how TACTICS started out. We minimized our news role. The preface, written especially for the first bound volume, 1964, said, "TACTICS is not a newsbulletin or a news- letter, and neither Is it a newsmagazine." All the emphasis was being put on Its role "in the field of personal and national attitudes, with especral re- gard to deliberate efforts and methods to influence and change them, as part.of psychological warfare." This remains its motivation, and the news that appears in TACTICS is intended to illustrate the tactical. TACTICS has always stressed that it "does not seek to convert anyone," that it "is written and researched for those who understand the need for guidance, alerts and background (intelligence) in our struggle. " The astounding amount of "scoops" and "ex- clusives" In TACTICS was first disconcerting to the editor, and finally had to be accepted as a fact of life. If TACTICS could accurately refer to it- self as, "The 2LIy professional 'psywar' journal, " it just naturally would have to contain all of this hitherto unpublished news and unrewritten history. In many cases, time and developments were to demonstrate this. This is being written with the hope that in the second decade of TACTICS' life, such articles will be better used as guidance. For instance, the Nov. 20, 1965-yes, 1965--issue had an article headlined: Squeeze Play Against Ourselves MOSCOW'S OIL GAMBIT TACTICS has only just learned that this article is now, these many years later, being quoted in radio talks. The first paragraph pointed out, "oil is the American achilles heel," that we had plenty but "all this oil is underground... A modern wdt would be over long before we could' get it out. The article added. "In sum, our oil Htiuation provides the Soviet Union with a ready made means for our paralysis and conquest... Indeed, it is the cornerstone of its political-economic war against our country to the trap in what is now the Watergate- ITT affair. Covert "psywar" is another fact of life, but to use it domestically, against our own people, Is a horrible misuse of It, in the mannorof n "banana republic. " Specific legislation should restrict such covert operations to true "psywar" defense against foreign countries using it against us and make a felony of its misuse domestically. If readers of TACTICS can help bring this about, it would a life-saver for our nation. This is the ignored theme of what has been made into an internal ploy in partisan politics. In 1968, TACTICS disclosed the widening gap in American and Soviet naval power, to the advantage of. Moscow, especially in nuclear submarines. The figures we presented were denied, but facts were to prove them accurate a dismal period afterwards.
