Charles Felton Elkins is a 41-year-old member of a wealthy California family which owns Stauffer Chemical Company, which is listed on the New York Stock Exchange. In the early days of California Senator Felton was one of the first Senators in the California Government. The Elkins family owns extensive land in California and has interest in oil wells, gas and other investments. Charlie Elkins is a patriotically motivated, public spirited individual who is extremely concerned about the criticism of the intelligence community, including the CIA and the FBI. Charlie has in mind making a motion picture which depicts the CIA in a favorable, perhaps romantic, light. He is considering purchasing a book entitled "Shade of the Palms" by Roberta Lee. Roberta Lee's books are published by Harlequin. Elkins has telephonically contacted the author in London and she indicates an interest in selling the rights to her book "Shade of the Palms" for $50,000. Elkins is also having a financial feasibility study made concerning the making of a movie concerning the book. Elkins would like to come to Washington and speak with a fairly high level CIA official to obtain some guidelines from the CIA as to whether or not they would have any objection to his endeavor or whether through cooperation with CIA he could make a movie along some other line, perhaps frommaterial furnished from the CIA. In my opinion Elkins' motivation is most generous and he desires to be of help to improve the image of the CIA by making a motion picture favorable to them. I would appreciate if you could check with the agency and determine the name of some official who could talk with Elkins and set a possible date as to when they might be able to see him.
