Foreign Minister Swaran Singh has again stated India's intransigent position on Kashmir. According to an Indian official at the UN, Singh recently said that India will not be forced into negotiations with an "ag- gressor" and will not negotiate away any territory. Singh added that the outcome of potential talks between India and Pakistan could be confirmation of the present Kashmir cease-fire line as a boundary. Pakistan continues to be frustrated by the ap- parent inability of the UN to make any progress to- ward a Kashmir solution. The Iranian ambassador in Karachi says that President Ayub is urging the Shah to send his prime minister to Washington, London, Moscow, and Paris to explore possible solutions to the Kashmir problem. The Pakistani press has carried a series of anti-American articles during the past few days, after a hiatus of more than two weeks. The outburst of editorial comment was sparked by a Time maga- zine article reporting a split in the Pakistani cabinet. The press blames Ambassador McConaughy for this article and for the deterioration in US-Pakistani re- lations. One is the re -establishment of the party with leadership drawn from PKI officials not involved in the 30 September movement. His al- ternate proposal is the formation of a single party which would include all elements of Indonesian polit- ical life and would ban all other parties) Sukarno is pressing the theme that the PKI was not the only group involved in the 30 September affair. He states, quite accurately, that elements of the army, air force, and presidential guard were also involved. The army, however, continues its anti-Com- munist action. It is now reported that the Djakarta army order which banned the activities of the PKI and its affiliates also requires Communist leaders at all levels in the Djakarta area to report to the police or military autliorities. The Djakarta order omits from the ban the Communist labor affiliate, SOBSI. Possibly this is an attempt to discourage labor unrest, particularly in the critical area of food distribution. Air Force Chief Of Staff Marshal Dani, who was deeply involved in the 30 September coup, left Indonesia on 19 October, on what appears to be a minor assignment, possibly of long duration. His departure fulfills only in part the army's demand for a purge of the air force.
