Certification of funds for this contract wi11 be handled under the procedure approved by the Director of Central Intelligence on 15 December 1956 which, in effect, resa.lts in all covert expenses involving issuance of Treasury Checks being accumulated in a separate account within the Finance Division. This memorandum r_ontains a recommendation submitted for concurrence of the undersigned. Such recommendation is contained in Paragraph 6. 2. Task Order No. 5 covers a design study and the furnishing of a report and a design plan for a Transforming Printer for Photographic Exploitation.. This desigis study is to last six (b) weeks, after which time the Contractor is to recommend a firm design plan for the manufacture of either the GA1~lA I orCA II Printers as defined in respectively. 3. Task Order No. 5 obligates a sum of chargeable in Fiscal Year 1962 to NPIC funds, Account No. 2155-1010-7000-730, Obligation Reference No. 13. By concurrence to this memorandum the Comptroller signifies that sufficient funds are available for this obligation. ~+. The services and equipment being procured by this Task Order No. 5 are in furtherance of the CORONA Program, the nature of which cannot be publicly disclosed for security reasons. The undersigned Contracting Officer therefore determines that this procurement must be accomplished by negotiations pursuant to the authority of Section 3(a) of PL 81-110 and Class Determination and Finding, OXC--2122, signed by the DDCI on 25 October 1961. ~,~~~~!
