Additional trips by the transport planes are expected in the coming weeks. Belgians apparently are assisting these deliveries. Arrangements are also being made to return to Tshombe two transports, probably DC-3s, which have been grounded in Angola since the Katanga secession collapsed two years ago. The Portuguese had already returned other military equipment--including aircraft-- which they stored for Tshombe when the Katangan re- gime fell. the Portuguese see Tshombe as the best guarantee of stability in central Africa and of security on Angola's northern borders. He regards US and Belgian support of Leopoldville as tepid. An interministerial committee in Bonn has come up with a recommendation to permit the advancement of five-year credits to the USSR and, in individual cases, longer term credits to other East European countries.
