REFERENCE Your memorandum dated 25 October 1966;

1. The information provided for your report consolidation
coincides as closely as possible to the format outlined in
BOB Circular A-79. Inasmuch as this represents an initial
submission of such detailed information for BOB utilization,
we would appreciate your comments prior to the next reporting
date.
2. In this regard, a meeting should be chaired by the
DDS&T Information Processing Coordinator for the benefit of
Office representatives.

OSA - SECTION I
1. The development and implementation of a computer
program to display camera command and control functions for
premission, inflight and postmission analyses.
a. Satellite reconnaissance is the general
program under which this accomplishment has occurred.
b. The principal benefit of this new development
is the increased operational control of satellite functions.
c. Without computer assistance, the generation,
manually, of such a program oasa

a timely basis. The IBM 7090 and 360 Model 65
are used in this function.
2. The development of a system which yields a probability
of success for manned overflights in denied territories taking
into consideration all'aspects of the territories' defensive
capability.
a. This system is part of the covert aerial
reconnaissance effort.
b. The major benefit of this system is the
ability to assist human judgment through proven
statistical and probable theorems and techniques.
C., This system is not in being as a manual effort.
The time available for "Go-No-Go" decisions does not
allow manual mathematical manipulations. It is to
be used on the IBM 360 Model 65.
3. Concerted efforts have been made in analyzing, updating
and altering the aircraft flight plan system to keep it
current with the dynamic environment in which these vehicles
operate.
a. This system is a part of the covert aerial
reconnaissance function.
b. More effective program performance is created
,by these changes.

c. The complexity of the aircraft and its
systems coupled with the time requirements make use
of computer mandatory. Over 21,000 instructions are
used on the IBM 7090 and 360 Model 65.
4. During the period of this report, considerable man
hours have been expended in the conversion of both hardware
and software for the IBM 360 series equipment. This'con-
version will provide a better computer service in terms of
access,.speed and flexibility.
SECTION II
Equipment reviews take place as required and at
least quarterly. During this report period, every effort has
been made to more closely ally OSA data processing to OCS
procedures, practices and standards.
Items a,b,d, and e, could best be answered by
OCS. This office has moved in and agrees with
this direction.
SECTION III
1. At the present time, OSA future plans for automation
are under development and review. These plans are in the
area of Command and Control, Management Information and Data
Communications.
2. Efforts have progressed during the report period from
the pure arithmetic functions of flight planning to the
implementation of mission decision logic. This effort will
continue until every possible aspect of premission, inflight
and postmission planning, control and analysis has been automated.
3. The detailed, comprehensive plans of OSA automation
will be available in February and as such will be reported on
in our next submission.
SECTION IV
OSA has no comment in this area.

The Director, OSA,exercises command and control of the
Automatic Data Processing Division through the Deputy for
Operations, OSA. Additionally, through the Comptroller, OSA,
policy formulation,_ Information Processing Coordination, and
Management Information Systems are accomplished.
