This NPIC document has been distributed to members of the intelligence community to solicit information necessary to planning for the exploitation equipment used in NPIC. It is hoped that this will provide a better interface between collection and exploita- tion. It was brought to the attention of the EXRAND members to acquaint them with the types of information that will be gathered so that they may benefit from this information in the planning of their individual programs for exploitation equipment. Chairman of the Technical Task T~ was not present but his written memorandum report was discussed. I stated that 25X1 the Navy voices serious reservations about the composition of the Technical Task Team stating that he is 100% for the concept and the team; he pointed out, however, what he considered to be a significant problem that under the present charge it would be impossible to identify all gaps and dupli- cations in exploitation equipment R&D of the Community; indeed, those duplications discovered would not necessarily be a disadvantage because sometimes duplications are needed in R&D. The Technical Task Team effort should be greatly expanded. The challenge is great but manpower is not available to cover the areas of interest. I Irequested approval of the Terms of Reference to the Procurement Coordinating Team which was attached to the agenda. He stated that the Terms of Reference were not to be all inclusive in pro- curement matters but only enough to be able to provide basic information to procurement people to save government costs. He affirmed the need for the Chairman of the team to be the Air Force member or alternate because of the DoD assignment to Air Force for all-service procurement of photographic reconnaissance material. The Air Force member also has immediate and informal access to all echelons of the Logistics Command. d. I emphasized the Team's need for knowledge of certain types of excess equipment within the exploitation Community. I e. I equested that F_ I be prepared to brief COMIREX on recent EXRAND activities which have saved the Government money. f. asked for approval of the Terms o eerence for the Procurement Coordinating Team. All approved but added a new paragraph to cover the task team responsibilities with regard to knowledge of surplus equipment. 4. New Business The NPIC representative mentioned that of the Arms Control and Disarmament Agency was interested in the activities of EXRAND. A general discussion followed which noted that both EXRAND and ACDA could benefit from a closer relationship. will be invited to submit a request for observer status to the Chairman EXRAND with appropriate justification.
