(Page 3) 25X1 Approve Approve b270001-5 _, Approved Foi' CENTRAL INTELLIGENCE BULLETIN 2 October 1964 DAILY BRIEF United Nations: Cu Thant reportedly plans to avert a confrontation in the General Assembly this fall over the Soviet arrears problem, if he judges a move to de- prive Moscow of its vote under Article 19 of the UN charter would be defeated] (According to Constantin Stavropoulos, a ranking member of the UN secretariat, Thant will propose that the International Court of Justice again be asked for an advisory opinion on Article 19 if majority sup- port for invoking it is not in prospect. The issue could be tied up in the court for a year.] Thant "profoundly hopes" for such a majority be- cause failure to implement Article 19 might lead to the financial disintegration of the UN. Stavropoulos claims, however, that this majority does not exist now and that even some Western countries have not been playing a helpful role, despite what they may be telling the US Mission at the UN] 25X1 CStavropoulos also stressed the importance of the attitude of Sosa Rodriguez, who as president of the General Assembly may have to rule on application of Article 19. The cautious Soviet approach to the negotia- tions with the Cypriot delegation was evident in the vague communique of 1 October which avoided, any reference to military assistance. It announced only that agreement had been reached on "practical mea- sures of assistance" which the USSR. will render to Cyprus for "safeguarding its freedom and territorial integrity." The communique reiterated Soviet support for Cyprus against "aggressive actions and. intrigues" by NATO countries and. again asserted that the Cypriots should be allowed to settle their roblems peacefully without external interference. views." Italy - Communist China: Rome has reportedly decided to "abandon completely" the contemplated exchange of permanent quasi-official trade offices with Peiping. Rome has a so dis- suaded a group of Italian industrialists from making a trade promotion trip in November. Klaus, who leads the moderately conserva- tive People's Party, is interested in seizing the initiative on contacts with. Eastern Europe from his Socialist coalition partners. The civil governor there has strong Communist and other leftist support and has failed. to implement directives from Djakarta to stop antiforeign activity.
