stated that the EEC cannot give the US the assurances
it desires regarding access to the EEC's grain market

that the loss of momentum caused by the failure thus

NOTES
Israel--Arab States,. The recent flurry of shooting
incidents along Israel's borders with Syria and Jordan
has not yet resulted in any indication of Israeli or Arab
preparations for significant military action. All par-
ties have lodged protests with the Mixed Armistice
Commission and Israel intends to circulate a note of
complaint in the UN Security Council. These encounters
may in part reflect the Arabs' hostility toward Israel's
Jordan River diversion project which has been in
operation for several weeks, 25X1
Kashmir: Clashes between Indian and Pakistani
forces along the Kashmir ceasefire line continue at
a rate somewhat above long-established levels. Both
governments are using existing UN channels for pro-
test and seem intent on confining their propaganda
to the local incidents rather than allowing it to break
the six-week-old moratorium on broader Indo-Paki-
stani invective. Indian spokesmen have played down 25X1
