Indonesia: Indonesia's cabinet reshuffle gives
k:~ew prominence to Foreign iVlinister aubandrio, the
foremost champion of Sukarno's anti-Malaysian cam-
paign.
Subandrio has been appointed to fill the vacancy
created by the death last week of First Minister
Djuanda, a moderate. He has received the new title
of First Vice Prime Minister and retains his old
portfolio for foreign economic relations. President
Sukarno fills the position of prime minister.
,, The status of the two Communist cabinet m~mbera,
both without portfolio, is unchanged. `~''
The elevation of Subandrio, who has long opposed
the political role of the military, is a blow to the
prestige of the defense minister, General Nasution.
The practical effects of the change will depend, how-
ever, on how Sukarno acts to maintain a balance among
the com etin factions.

NOTES
Communist China:. Grain losses from flooding
in the North China Plain since August may approach
five million tons. In addition, the floods have caused
delays in autumn sowing which may affect the winter
wheat crop, to be harvested next spring. China im-
ported. over 5.5 million tons of grain in 1963, but it
has not yet contracted for grain deliveries in 1964.
Any such purchases in 1964 would cost more than in
previous years because of in reases in world r in
rites and, in shi in costs.
Cuba: About 7,000 Cuban soldiers are now en-
rolled. in "special weapons" courses, according to
Defense Minister Raul Castro, He said. that the per-
sonnel involved, are "former students" who enlisted
last summer in response 'to an appeal by Fidel Castro.
In addition to surface-to-air missiles, the "special
weapons" probably include communications, radar,
cruise missiles, and. possibly Snapper antitank mis-
siles and. FROG tactical missiles.
