Subandrio has been appointed to fill the vacancy created by the death last week of First Minister Djuanda, a moderate. He has received the new title of First Vice Prime Minister and retains his old portfolio for foreign economic relations. President Sukarno fills the position of prime minister. ,, The status of the two Communist cabinet m~mbera, both without portfolio, is unchanged. `~'' The elevation of Subandrio, who has long opposed the political role of the military, is a blow to the prestige of the defense minister, General Nasution. Grain losses from flooding in the North China Plain since August may approach five million tons.
