Purportedly Citing DCI's
Congressional Testimony re
Importance of Arab Oil to US
1. In response to Mr. Thuermer's query, your note
of 26 October 1974 asked us: (a) whether the subject
editorial accurately reflects the DCI's congressional
testimony; and (b) whether there is an UNCLASSIFIED
record of that testimony. The answer to both questions
is no.
2. The subject editorial stated in part:
"Testifying last year at the height
of the Arab-Israeli War, the head
of the U. S. Central Intelligence
Agency assured Congress that Arab
oil accounted for only about 5 or
6 percent of what we used." (Tab A)
3. It is not possible to determine a particular
DCI congressional appearance to which the subject edi-
torial may be referring. The DCI testified numerous
times before various congressional groups during
October, and on most of these occasions the subject
matter included Arab oil.
4. Mr. Colby's testimony of 17 October 1973
before the House Committee on Foreign Affairs, however,
certainly states accurately the substance of the CIA
appraisal that he gave to congressional groups on
different occasions during October 1973.
