Despite several hundred arrests in the capital, the US Embassy reports that many extreme leftist leaders, first believed to have been jailed or to have taken political asylum in foreign embassies, appear to have escaped the police dragnet so far. The complexion of the 14-man cabinet sworn in on 27 September appears predictably conservative, including the leaders of two of the six parties which are supporting the provisional government. Fuad. Rouhani, deputy chairman of the National Iranian Oil Company. Rouhani is also secretary general of the Organization of Petroleum Exporting Countries (OPEC), and the member states would like to expand his recent contacts into full-fledged bargaining sessions between OPEC and the companies.) e companies have so far refused to recognize OPE Thas a bargaining agent and have negotiated with its members on an individual basis only. The OPEC members, however, are threatening to react in con- cert if R.ouani cannot obtain concessions from the companies.,) (The next OPEC council meeting is to be held in Gene'Va on 7 October. The actions which may be con- sidered at that time reportedly include imposing uni- laterally new taxes on oil put through pipelines or delivered to tankers. A total of seven SAM sites have now been deactivated, including the entire Ciego de Avila SAM regiment of four sites in central Cuba. Only one site has thus far reappeared in another location, but it is likely that others will show up at positions near Cuban military installations. The possibility exists, however, that some SAM equip- nt may be withdrawn from the island. France-Algeria: France is re-evaluating its aid program to Algeria in light of the recent nationaliza- tion of French property there and President Ahmed Ben Bella's 23 September statement that a resumption of French nuclear tests in the Sahara could bring the liquidation of "remaining foreign concessions." Under consideration is the possibility of reducing the Octo- ber installment of France's direct aid program which, for 1963, amounts to $200 million.
