a copy of the Agency publication entitled "Potential Implications of

7. I IBRIEFING Took a call from Bruce Van
Voorst, on the staff of Senator Dick Clark (D. , Iowa), who requested a
briefing on a number of matters with respect to arms control and SALT.
Senator Clark is trying to develop background on these matters and
asked for as technical a briefing as 65t'1d be provided on the BACKFIRE
bomber, cruise missiles, etc. Senator Clark would like the briefing on
3 May at 5:30 p. m. ! There are some problems with the briefing which
I will try to work out.
8. LEGISLATION Called Janice Mays, on
the staff of the House Ways and Means Committee. She said there was no
action planned for the repeal of section 912 of the Tax Reform Act.
come up in the tax hearings scheduled for the fall. I informed
OCC, who was interested in this ;matter.
LEGISLATION After discussions with
I GC, I called Frank Claunts, OMB, to tell him that the
Agency has no objections to the Administration's draft electronic surveillance
bill.
10.1 EGISLATION Hilda Schreiber, OMB,
called and said that the full House Post Office and Civil Service Committee
had approved a Hatch Act bill with "some kind of national security employee
exemption." She did not have the precise language and said she would give
it to me as soon as she could. Apparently, it would permit the Civil
Service Commission to adopt regulations upon the recommendation of
the various agency heads as to which employees should remain covered
by Hatch Act restrictions.
11. LIAISON I left word for Gerald Decker,
Senate Foreign Relations Subcommittee on Foreign Assistance staffer,
that we had sent a copy of the classified version of the "National Basic
Intelligence Factbook" this morning to Norvill Jones, Staff Chief, of the
Committee, and asked if Decker would refer to Jones to look at the book.
Decker had requested a chance to do this several days ago.

12. BRIEFING Accompanied Zeke
Zellmer, ADDS&T, IOSR, and OSI, to
a two-hour session with Dorothy Fosdick and Richard Perle, of the
staff of the Permanent Subcommittee on Investigations, Senate
Governmental Affairs Committee, on technology transfer, Soviet
strategic weapons, and possible SALT verification ramifications
of the Boyce/Lee case. There are several follow-up items from
Mr. Davis' comments, including providing for their review of a
technology transfer study and the name of an OSI study. On
technology, a number of areas came up which Perle identified
for possible stop gap legislation, including protection of embargoed
techniques and products in U. S. owned firms abroad. The briefings
were very well received.
In response to my query, Miller agreed that the Committee
would look into John Stockwell's allegations and we would be receiving
a letter request from them soon. He also agreed with. the suggestion
that following their review of the matter the Committee publicly
make known their findings which, hopefully, will exonerate us
completely on such serious matters as hiding files and misusing money.

OGC, met with Stan Brand, General Counsel, and Ben Guthrie,
staff member, Office of the Clerk, House of Representatives, and
discussed the threat of possible court rulings in FOIA and Privacy Act
cases against the Agency forcing disclosure of Congressional documents
in Agency custody. The meeting was a preliminary discussion of the
problem and a number of alternative actions were discussed including
the passage of a blanket House resolution to protect Congressional
documents. Brand said he would get together with the Parliamentarian
and others and we will have another meeting to determine the most
effective House action.
16. LIAISON At the request of Mr. Cary,
and for his response to a query from the Director, I called Peter Scrivner,
House Armed Services Subcommittee on Military Installations and
Facilities staff. I informed him that the Agency may very shortly
issue an unclassified paper on Soviet civil defense though this is not
definitely certain. In view of the Subcommittee's interest, we would
provide copies of the study to the Subcommittee. Scrivner saw no
problem if our forwarding letter indicates that the study is being
provided in view of their interest. Scrivner said he is aware of
Chairman John C. Culver's (D., Iowa), Senate Armed Services
Subcommittee on General Legislation, current hearings concerning
this subject and that they would also have a high interest in the study.
I told him I would be back to him as soon as the study is approved for
release.
Chairman Olin E. Teague's (D., Texas), House Committee on Science
and Technology, call to the Director requesting that a luncheon briefing
on energy be arranged, I met with Jack Swigert, Executive Director of
the Committee. Arrangements were confirmed for the Director to meet
with Chairman Teague at 12:30, Tuesday, 10 May, in Mr. Teague's office
where he has facilities to provide lunch. The Director will be accompanied

18. EGISLATION Bob Hull,
Department of State, called and asked if the Agency was planning to
offer any comments on H. R. 1703, a bill introduced by Representative
Patricia Schroeder (D. , Colo.) to provide mandatory survivorship
annuities for divorced spouses under an established formula which is
scheduled for hearings before the House Post Office and Civil Service
Committee, Tuesday of next week. Hull said that the Department has
had considerable pressure from divorced spouses who claim many
long years of shared hardships during the period of their husbands'
State Department employment and State supports such a bill. Hull
said that the Department favors a bill which would allow the annuitant
to make such an election rather than making it mandatory and is
submitting a voluntary report to the Committee which Hull has cleared
with Hilda Schreiber, OMB. The Civil Service Commission will
testify and take a firm position against the bill. I told Hull I would
check with our people and let him know if there is Agency support and
if we will be also submitting a voluntary report. I advised
DD/Pers, of the call. He will determine the Agency's
position and let me know.
19. BRIEFING I accompanie
Congressional Support Office, to brief Chairman John Breaux D. , La. ),
of the House Merchant Marine and Fisheries Subcommittee on Oceanography,
Subcommittee staffer (Grant) Wayne Smith, and Committee Chairman
John Murphy's (D. , N. Y. ), staffer Thomas Kitsos, on matters of the
availability of sources of four important minerals in relation to Mr. Breaux's
interest in deep sea mining legislation. The briefing took place in Mr.
Breaux's office. It appears that we will not be asked to brief the full
Subcommittee, which had been a possibility. See Memorandum for the Record.

20. BRIEFING Del Heiney, of the staff of
Senator William Scott (R. , Va. ), called to ask if the Senator, and possibly
an unnamed staffer of the House Armed Services Committee, might receive
a briefing on Panama, and on Latin America with emphasis on Chile. I said
I would check and call her back.

21. I LIAISON The Director advised me
of a call he had received from Chairman John Stennis (D., Miss.),
Senate Armed Services Committee, about a briefing of the Committee
on the naval situation. With Chairman Stennis' acquiescence, the
Director declined the invitation.
22. LIAISON Met for a half an hour with
the Director to discuss current topics and procedures.
23. LIAISON The Director call to advise
me of a call he had received from Chairman Olin Teague (D., Texas),
House Science and Technology Committee, requesting; a briefing on the
world energy situation. The briefing is to be given in the Chairman's
office. is arranging a suitable date with the Committee
staff.)

26.1 LIAISON Called Jean Evans, Senate
Select Committee on Intelligence staff, and confirmed his meeting for
29 April with DDI and DDO officials on the subject of technology transfer.
'27.1 LIAISON At the request of 25X1
DCI/NIO, I called Hal Ford, Senate Select Committee on Intelligence staff,
and asked for a one or two week extension on the request of the Subcommittee
on Collection, Production and Quality for Agency comments on the Subcommittee's
draft A Team-B Team report. Ford said he thought the Committee would not
need this information until 10 May and that he would let me know next week
if the date could be slipped a bit further. I subsequently passed this
information tor I
28. LIAISON Audrey Hatry, Clerk, Senate
Select Committee on Intelligence staff, called in response to a message I had
left earlier for her requesting a copy of the testimony of former DCI's
William Colby and Richard Helms on the open budget question before the
Senate Select Committee on Intelligence. Hatry said she would supply them
without charge to the Agency.
However, she said the Committee was interested in obtaining copies
of maps and atlases for their reference section. I gave her the names of the
atlases which were published and she will check and see which ones she
already has. Regarding Agency maps, I said there were so many that I
hoped someone could come to the Agency and look at those maps that were
available. She thought that was a good idea and indicated that she would
ask Barbara Chesnik, also of the Committee staff, to review them.
29. LIAISON Dan Childs, Senate Select
Committee on Intelligence staff, called to say that as a result of the
Committee's mark-up session on the budget authorization bill, he would
need to speak with DDO officials on 29 April to clarify some questions that
arose during the mark-up session regarding covert action. After checking
with I arranged for Childs and Ed Levine, also 25X1
of the Committee staff, to meet with on 25X1
29 April at 2:00 p.m.

1.1 ADMINISTRATIVE DELIVERIES After
consulting with I called. Donovan L. Gay, of the House
Select Committee on Assassinations, to advise Mr. Gay that CIA wished
to make available to the Committee the most recent batch (Batch F) of
FOIA material released on the Kennedy assassination. Mr. Gay and
I made an appointment for the afternoon of 28 April and I appeared on
schedule. Mr. Gay was not in the building and I passed the documents
to his assistant, a Mr. (fnu) Hamilton.

LIAISON Based on information Mr.
I called Lynn Kennedy,
Congressional Research Service, in response to her earlier request for
copies of reports dealing with a program called "Intercultural Exchange. "
It made use of information provided by
who traveled to the Soviet Union in the 1960's. I told. her
checked into this program and none of our people were. familiar with it,
and our best suggestion would be that she contact the East West Exchange
Staff at the Department of State.
3. LIAISON Charles Sorrels,
Congressional Budget Office, visited Headquarters for a briefing on
Soviet strategic weapons developments. OWI/DDI,
presented the briefing.
4. LIAISON Mick Taylor, in the office
of Representative Mickey Edwards (R. , Okla. ), called requesting unclassified
brochures depicting Agency activities. I told him that we had some brochures
which I would forward and felt that these would be adequate for the
Congressman's purposes. I mentioned to him that we were in the process
of setting up a series of breakfasts for Freshman members of Congress
at which senior officials of the Agency would give an overview of Agency
activities and suggested that Mr. Edwards might want to attend. I told
him that we had been in contact with Representative Newton Steers (R. , Md.)
to set up these breakfasts. Taylor said he would mention it to Mr.
Edwards and pointed out that Mr. Edwards was the Vice Chairman of the
Republican Freshman Group.

40 percent permanent cadre. Snodgrass requested specific numbers of
personnel who would'be considered permanent staff based on
taff level. After consulting with John McMahon, AD/DCI/IC, I
telephonically provided rough estimates to Snodgrass.
