1. EMPLOYMENT REQUEST Per
her request, I mailed professional brochures and application forms
to Marilyn, in the district office of Representative James Weaver
(D. , Oregon), for one of their constituents.
2. LIAISON Per I request,
I called Bernice Pruitt, in the office of Representative Richardson
Preyer (D. , N. C. ), and set up an appointment for I to
see the Congressman on Monday, 2 May, at Noon. The subject
of the meeting will be House Select Committee on Assassinations.
3. LIAISON Carol, in the office of
Representative John Ashbrook (R. , Ohio), called requesting an unclassified
Agency publication on technology transfer. After checking with Bob
Congressional Support Office, office, I called Carol back
and told her that we did not have an unclassified publication on that subject,
but would be happy to offer the Congressman a briefing on technology
transfer. Carol said she would check with the Congressman and be
back in touch.
4. IFBIS Carolyn, in the office of Senator
Alan Cranston (D. , Calif. ), called requesting a subscription to the FBIS
Daily Reports for the Soviet Union and the People's Republic of China
for William Jackson, of the Senator's staff. OFBIS Liaison, has
been advised.
5. EMPLOYMENT Called Pennie Bell,
on the staff of Senator Edward Zorinsky (D. , Nebr. ), to determine the
Senator's degree of interest in the case of a constituent who had been
rejected for employment on suitability grounds. She felt the type of
letter we were sending to the Senator would be most appropriate.

6. LIAISON Spoke with Sam Hoskinson,
NSC staff, who provided a status report on the White House consideration
of the Micronesia report.
Hoskinson advised that Senator George McGovern (D. , S. , Dak. ),
in his capacity as a Member of the Senate Foreign Relations Committee,
had written a letter concerning foreign agents registration, which may
require our views.
7. LIAISON In response to her request,
and with the assistance of OER, I provided Katrina, in the
office of Representative James M. Collins (R. , Texas), with the retail
cost of regular gasoline in a number of countries, using the 7 April 1977
statistical survey by OER.
LIAISON Talked with Sam Hoskinson,
National Security Council staff, several times during the day regarding
the Micronesia statement. In the evening he told me that the Vice
President had called Senator Gary Hart (D., Colo.) on the subject
but found him unbending.

10. LIAISON Steve Fallis, House Select
Committee on Assassinations staff, called to say that they would be getting
their first security clearances early next week and he wanted to know
what action our people needed to take. I reviewed the security clearance
procedure we had proposed several months ago and said that I would
have ollow-up on this and secrecy agreements and
guidelines with him. He said he would be leaving early today and Monday
would be fine.

Dickinson (R., Ala. ), also a member of the Subcommittee on Intelligence
and Military Application of Nuclear Energy, had returned from a trip to
Africa and would like to discuss the situation there with our people on
Monday morning. is following up on this.)

I asked Miller if he had any word from the White House
regarding the Micronesia statement. He said the President had "gotten
through" to Chairman Daniel Inouye (D., Hawaii) and indicated he was
not happy about the one sentence in the report. According to Miller, the
President said he would also call Senator Gary Hart (D., Colo.) on the
matter. (The Committee apparently will take no action until the
President talks with Senator Hart. )
14. LIAISON Harlan Strauss, House
Republican Conference staff, called and requested a copy of the
publication, National Basic Intelligence Factbook. I said I would send
him a copy.
15. LIAISON I inquired of Representative
Melvin Prices (D., Ill. office as to his condition and was informed that
he is doing very well and is scheduled for his operation next Tuesday,
3 May. I asked that regards from Mr. Cary and other members of the
.Office be passed on to him.

16. In Mr. Cary's absence, I handled
a call from of the Director's office concerning
the Agency's proposed release of an unclassified paper on Soviet civil
defense. I lasked if Chairman Lucien N. Nedzi
(D., Mich.), House Armed Services Subcommittee on Military
Installations and Facilities, had requested that such a paper be prepared.
I told him that he had not and confirmed this with staff member Peter
Scrivner. Following a succession of calls, I made clear tol
that an Agency letter to Chairman Nedzi forwarding the study
should indicate that it was being provided in view of the Subcommittee's
interest in the subject. A forwarding letter to Chairman John C. Culver
(D., Iowa), Senate Armed Services Subcommittee on General
Legislation, may state that the study was being submitted in accordance
with his request since such a request for an unclassified paper was
made by Senator Culver during the Agency's testimony on the authorization
for the Defense Civil Preparedness Agency. aid he
would relay this to the Director who will bring this matter up with the
President this afternoon.
17. LEGISLATION Received a call
from Hilda Schreiber, OMB, requesting that the unfavorable report and
testimony of the Civil Service Commission, to be given 4 May on
H. R. 3951 before the House Post Office and Civil Service Subcommittee
on Compensation and Employee Benefits, be reviewed and Agency
comments submitted to her by close of day. The bill establishes
mandatory survivorship annuity benefits to divorced spouses. The
material was reviewed by DD/Pers, and Mr. Blake,
DDA, who concurred in the position of the Commission opposing the
bill. I called Ms. Schreiber and advised her accordingly. I also
advised Bob Hull, Department of State, of our position, as he will be
submitting a voluntary report on the bill. State supports the proposed
bill provided it is made discretionary and not mandatory.
18. LIAISON As a follow-up to
Bill Hogan's, Counsel, House Armed Services Committee, call to
Mr. Cary requesting a briefing on Southwest Africa for Representative
William L. Dickinson (R., Ala.), I called Mr. Dickinson's office and
confirmed 9:30 a. m. Monday morning, 2 May, in Roora 2468 Rayburn
Building. DDI/CPS, and an African area specialist
will conduct the briefing.

19. BRIEFING Called Senator
William L. Scott's (R., Va.) secretary in response to her earlier
call requesting a briefing on Latin America with particular emphasis
on Panama and Chile, and confirmed Thursday, 5 May, 2:00 p.m.,
in Senator Scott's office. Charles Conneely, staff member of the
Senate Armed Services Committee, will attend. The briefing is in
connection with the Senator's trip in late June on behalf of the
Committee. His primary interest will be matters of defense and
military postures. I DDI/CPS, and ORPA,
will conduct the briefing.
from Stan Brand, General Counsel, Office of the Clerk, House of
Representatives, requesting that we determine if the 1947 transcript
of the hearings on the National Security Act of 1947 had ever been
recalled by a committee of the House for review. He felt that this
information would assist the House in confirming that the transcript
has been continuously under House control. I told him I would check
and let him know but doubted that this could be determined without an
exhaustive review of Agency records spanning 30 years, though it
might be possible that someone might have a personal recollection
of such a request.

After the session, both Epstein and Taylor indicated they had no further
questions and this appears to be the end of the Committee's investigation of

22. BRIEFING Accompanied Senate Select
Committee on Intelligence staff members Mark Giten.sitein and Jean Evans
to a meeting of Agency officials F_ I DDI, and 25X1
DDO, on the subject of the transfer of the 25X1
U. S. technology to the Soviet Bloc. presented DDI perspectives
on Soviet benefits from this technology transfer whilel discussed
what the DDO collects on this topic. Evans and Gitenstein next received 25X1
an Aegis run of DDI reports on this area and selected several for their
review.
I showed materials which I had accumulated on counterintelligence
in response to the Committee's 3 March letter. I told him I hoped we could
have certain of these materials to him next week but that some would have to
be reviewed at Headquarters building.
23. LIAISON Called Earl Eisenhower, Minority
Staff Director, Senate Select Committee on Intelligence staff, and reminded
him of our offer to show Senator Barry Goldwater (R., Ariz. ), himself, and
perhaps other Senate Select Committee on Intelligence staff members a
sensitive Agency facility. Eisenhower said next week was impossible but he
would try to schedule it for Senator Goldwater the following week.
I also mentioned our desire to give Eisenhower a series of briefings
on the Agency organization and we tentatively set these for 5 May.
24. I BRIEFING Accompanied Senate Select
Committee on Intelligence staff members Dan Childs and Ed Levine to a
meeting with CA Staff, and SA/DO/O, to
discuss questions on covert action which had arisen in the 28 April Senate
Select Committee on Intelligence mark-up session on the intelligence budget.
There were seven programs about which Childs and Levine requested more
detail. There are a few follow-up questions to which we agreed to supply
answers by 4 May. Regarding other follow-ups from the 18 April Committee
covert action briefing, Childs said they were a lower priority but hopefully
answers could be supplied by the end of next week.

25. LIAISON Met with Mr. Ned Everett,
Staff Counsel to te Subcommittee on Fisheries and Wildlife of the
House Merchant Marine and Fisheries Committee, to discuss areas
of interest to the Subcommittee and the possibility of the Agency offering
a briefing in those selected. areas where we could provide information
useful to the legislative process. Two areas were identified as candidates
for further consideration: H. R. 4739, National Aquaculture Organic Act
of 1977 and the proposed fishing agreement with Cuba. Mr. Everett
will develop his informational needs in the form of a letter to us within
a few weeks. (See Memorandum for the Record).
26. BRIEFING Accompanied Bob Brady
and Bill Keppler, Jr., GAO, to a briefing in OER, office,
on the political, economic and military situation in Mexico.
27. LIAISON I called Bob Boettcher, Staff
Director, Korean Investigations Staff, House International Relations
Subcommittee on International Organizations, and in his absence, spoke
with Mike Hershman, Deputy Staff Director, and told him we would be
happy to have lunch with them following the meeting between the Director
and Chairman Donald Fraser (D. , Fla.) to discuss guidelines for staff
access to Agency information.
28. LIAISON Mark Levinson, of the Congressional
office of House Speaker Thomas P. O'Neill (D., Mass? ), called to ask if
he might be able to get some unclassified information on FBIS's operation
and administration. FBIS Liaison promised to send something over on 2 May,
for passage to Levinson.
29. LIAISON Susan Reilly, in the office of
Senator Edward Kennedy (D., Mass, called to ask for information about

30. LIAISON Dr. James George, newly-
appointed minority staff member for national security affairs of the
House Government Operations Committee and former staffer of former
Senator Bill Brock (R. , Tenn. ), asked that someone strop by to chat
with him. When I did in early afternoon, he discussed his private venture
as program coordinator for a conference on Naval affairs which the
conservative "think tank" American Enterprise Institute is holding in
October. He is going to send the DCI an invitation next week to address
the group, and only wanted to try to informally insure that the letter
would bring a prompt response. I said I would pass the word and that I
felt confident the answer would be forthcoming soon after the invitation
was received.
31. ADMINISTRATIVE-DELIVERIES I
delivered some unclassified information relating to Soviet civil defense
to the office of Representative Ike Skelton (D. , Mo. ).

delivered some unclassified information on CIA to Mick, of the staff of
Representative Mickey Edwards (R., Okla.).

delivered a classified document to Charles Snodgrass of the staff of the
House Appropriations Defense Subcommittee, for which he signed a
receipt.
34. ADMINISTRATIVE-DELIVERIES I
delivered a copy of the unclassified version of the "National Basic
Intelligence Factbook", to Rosemary James, of the staff of the Senate
Foreign Relations Subcommittee on Foreign Economic Policy. She
asked again about "International Oil Developments" which her colleague,
Ira Nordlicht, is on the subscription list to receive but: has not received
recently. I said I would check again
