Indonesia-Malaysia: President Sukarno an-
nounced yesterday that Indonesia will not recog-
nize the projected Malaysian federation and may
withdraw from the Indonesia-Malaya-Philippines
heads-of-state conference scheduled for 30 July.
His announcement is in reaction to the agree-
ment signed in London on 9 July to establish the
Malaysian federation. The federation will include
Malaya, Singapore, Sarawak, North Borneo, and
possibly Brunei. It is scheduled to be formally in-
augurated on 31 August. Sukarno claimed that Ma-
layan Prime Minister Rahman had broken a prom-
ise that a referendum would be conducted in the
Borneo territories before Malaysia was formed.

Indonesian Foreign Minister Subandrio had
stated the previous day that Indonesia would resume
"active confrontation" against Malaya if the Borneo
territories were "forced into Malaysia without their
agreement by principle of self --determination:' Al-

USSR--Middle East: Moscow is stepping up
its efforts to bring international pressure on Iraq to
halt military operations against the Kurds.
The Soviet statement of 9 July renewed Mos-
cow's attacks on the Baath regime and charged
that CENTO members and Syria are undertaking
"joint measures" against the Kurds. This allega-
tion is apparently designed to refute Baghdad's
claim that the Kurdish problem is strictly an in-
ternal Iraqi affair and to establish a basis for an
appeal for UN or other international action in the
matter. On 10 July, the USSR stated that it may
call for a meeting of the UN Security Council to
consider the Kurdish issue.
Moscow may also intend to use these charges
to revive its 1957 proposals for a great-power
declaration renouncing the use of force in the Mid-
dle East and banning interference in the internal
affairs of the area. Renewed proposals along
these lines presumably would be aimed at testing
Western reaction to broadening the scope of the

Egypt: Cairo may attempt some type of high--
altitude rocket firing as a propaganda gesture by
23 July, the anniversary of the 1952 Egyptian revo-

It has the capability of rigging other two-stage
combinations, using as the first stage the type of
surface-to-surface rocket displayed in Cairo last

by September. Rumors and exaggerated press
reports of such an attempt have been current for
several months. Even with the assistance of Ger-
man scientists, the Egyptians do not have the capa-
bility, with any combination of the hardware known
to be available to them, of orbiting any kind of
satellite. The most likely event would be the firing
of a sounding rocket containing material for a so-
dium cloud experiment which would become visible
for long distances under favprable meteorological
conditions and which the E tians might attempt
toexploit as a "space" eve

East Africa: Loast African leaders are threat-
ening a "hardened Ittitudell toward the US if Tan-
ganyika President Nyerere's talks on South Africa
withPresident Kennedy next week are not produc-
tive.
Tom Mboya., Kenya's Minister of justice and
Constitutional Affairs, told the US consul general
in Nairobi that Nyerere will ask the US to support
African efforts to exclude South Africa from all
international bodies, to cut off US investment in
South Africa, and to embargo US' arms shipments
to South Africa. Alboya implied that the projected
East African federation would turn east if the US
was standoffish to Nyerere's requests, and men-
tioned possible trade agreements with the bi-01C
%ga~da and Tanganyika already sell cotton to
Communist China and, according to Aboya, Hun-
gary has agreed to buy Kenyan coffee. Tangan-
yika has trade agreements with Yugoslavia, Poland,
and CzechoslovakiA anda is negotiating an agreement

top-level party-government delegation, may remain
in the USSR to attend a meeting of Soviet bloc first

Hungary's relations with the US and the Vatican.
They may also discuss a withdrawal of Soviet troops

determined to begin Austrian Airlines service be-
tween Berlin and Vienna. The director general of
the airline has indicated that his company will use
East Berlin's Schoenefeld Airport if landing rights

airfields. This suggests that the Austrians will
extend landing rights, due to expire on 31 July, to
