Office of Training
1. Colonel Miller evidently got out of the wrong side of the
bed today, for in the initial discussion of the day (concerning the
various courses available to Agency personnel) he blew his stack
over the fact that Office of Training did not issue certificates
of graduation upon completion of courses - and then pouted for the
following few hours. As he put it, "I think the 'whole security as-
pect of not issuing a certificate to somebody completing a typing
course is pure poppycockl"
2. Colonel Miller is intensely interested in what type of war
training planning is underway to qualify people for emergency posi-
tions, not only within CIA but within the IAC. He told me privately
that in his estimation (from a long view outlook) this should be our
major training effort, especially insofar as language abilities are
concerned.
3. Colonel Miller raised the question of the possible creation
of a Deputy Director who would have direct control of both Office of
Training and Personnel. He feels that better coordination of these
two vital offices could be handled in a more efficient manner through
such direction, especially insofar as the Career Service Program is
concerned.
Li. This has a direct bearing on a statement he made earlier
in his office where he stated: "You have too much compartmentation
in your Agency. Every Assistant Director operates his own Empire
without regard to the other man's responsibilities. In fact, your
Director has compartmented himself right out of a job - he doesn't
exercise control over anybodyl what he needs is a good staff, with
his own Chief of Staff, G-3 and personal representatives who are in
direct control of the actions of all of his officesl"
5. Duringthe afternoon with Language and External Training,
Colonel Miller continued his theory that whereas training facilities
as they now exist are adequate within themselves, they are insuffic-
iently attended by students which could and should be rectified by
a clearer degree of control from some higher authority. In other
words, courses should hot be attended as much on a selective basis
as compared to a directed basis such as found in the Armed Forces.
