In the wake of many Moscow rumors and Western speculation on a Soviet leadership crisis, Frol Kozlov, the number-two man in the party was the only member of the top Soviet hierarchy who did not attend the annual Lenin Day celebrations on 22 April in Moscowa In the absence of contrary indications, Kozlov's absence will fan speculation both inside the USSR. and out that he has been sacked by Khrushchev for opposition activities. It is possible that his absence has been for medical reasons--he suffered a heart attack in 1961--or that he has taken a vacation. He apparently has not been on extended leave during the past year. However, there have been indications for some time that Kozlov has disapproved of certain of Khru- shchev's domestic and foreign policy innovations. Also, Kozlov could be blamed for the .issuance during Khrushchev's absence of a M~.y Day slogan. which was subsequently corrected to conform with Khrushchev's position that Yugoslavia. is building. socialism. Kozlov .last appeared in public on 10 April. His disappearance coincided with the published carrec- tion of the May Day slogan. The most likely event is the firing. of one of the four sounding rockets purchased in 1961 from a US firm.
