USSR. In the wake of many Moscow rumors and
Western speculation on a Soviet leadership crisis,
Frol Kozlov, the number-two man in the party was
the only member of the top Soviet hierarchy who did
not attend the annual Lenin Day celebrations on 22
April in Moscowa
In the absence of contrary indications, Kozlov's
absence will fan speculation both inside the USSR.
and out that he has been sacked by Khrushchev for
opposition activities. It is possible that his absence
has been for medical reasons--he suffered a heart
attack in 1961--or that he has taken a vacation. He
apparently has not been on extended leave during the
past year.
However, there have been indications for some
time that Kozlov has disapproved of certain of Khru-
shchev's domestic and foreign policy innovations.
Also, Kozlov could be blamed for the .issuance during
Khrushchev's absence of a M~.y Day slogan. which was
subsequently corrected to conform with Khrushchev's
position that Yugoslavia. is building. socialism.
Kozlov .last appeared in public on 10 April. His
disappearance coincided with the published carrec-
tion of the May Day slogan. In the past few days,
there has been a heavy barrage of propaganda ex-
tolling Khrushchev's leadership,

Indonesia-Malaysian ~ndonesia has recently in-
tensified its activities in opposition to the proposed
Malaysian federation
Two guerrilla attacks on police stations on the
Sarawak side of the border, on 12 and 23 April, ap-
pear to have been Indonesian-inspired, Hi h-rankin

Egypt:Cairo apparently plans to attempt some
type of high-altitude rocket firs in the near future
as a propaganda demonstration..
~Exa,ggerated press reports, some of them in-
spired by Egyptian officials, have referred to the
orbiting of a weather satellite using a "new liquid
fuel developed in Cairo:' Another story has claimed
that a satellite will be only a preliminar to a "space-
ship" which is to be launched next year
Despite the assistance of German. scientists9
the Egyptians cannot, with any combination. of the
hardware known to be available to them, orbit any
kind of a satellite. The most likely event is the
firing. of one of the four sounding rockets purchased
in 1961 from a US firm. These contain material
for a sodium cloud which would. become visible for
long 'stances under the right meteorological condi-
tions.

Poland: Widespread labor unrest and dissatis-
faction is causing growing concern among Communist
Party leaders-that violence may break out among
crowds gathered for May Day celebrations. Gomulka's
17 April telecast, which was designed to justify dou-
bled fuel and power prices and. to stifle criticism of
these. increases, has backfired, making the popular
mood more ugly than it was. Some informed Poles,
according to US Embassy officials, are beginning to
see a pattern of unrest similar to that which rovoked 25X1
the Poznan riots in 1956.

militantly leftist youth:, organize ono e a ionalist
Revolutianary Movement (MNR), which is much more
extremist than President Paz Estenssoro~s wing of
the party, has been receiving funds for propaganda
purposes from the. Cuban Embassy in La Paza Many
members of the MNR youth. organization were pres-
ent at a 19 April party at the Cuban Embassy com-
memorating the. second anniversary of the Bay of
Pigs invasion. The youths reportedly boasted- that
they were responsible for covering Le Paz with pro-
Cuban posters and for an illuminated sign on a hill-
side overlooking the ca ital declarin that Bolivia
supports Cuban
