MEMORANDUM FOR: Chairman, National Security Council Special
Committee on Technical Surveillance Counter-
measures
SUBJECT : Recommendation No. 42 of the Joint Study
Group Report on Foreign Intelligence Activities
of the United States Government, Dated
15 December 1960
1. The United States Intelligence Board at its meeting. of
28 February 1961 assigned. responsibility to the Security Committee
in coordination with the Committee on Documentation to prepare
recommendations for USIB action on Recommendation No. 42,
namely, "The United States Intelligence Board should-strongly sup-
port the efforts initiated in the counter-audio surveillance field by
the National Security Council Special Committee on Technical
Surveillance Countermeasures." In addition, the USIB instructed
the Security Committee to furnish to the Board an initial report of
progress within 30 days.
2. At its meeting of 2 March 1961,'.the Security Committee
considered this recommendation and agreed that its Chairman should
address a memorandum to the Chairman.of the Special Committee on
.Technical Surveillance Countermeasures bringing the recommendation
.to his attention and requesting his assistance in.identifying those
efforts initiated in the counter-audio surveillance field to which study
could be given by the Security Committee to the end of recommending
appropriate action to the USIB.

3. It would be appreciated, therefore, if you would furnish
for the consideration of the Security Committee at its next meeting
on 16 March, information concerning'those efforts of your Com-
mittee in the counter-audio surveillance field, on which. USiB sup-
port is desired, together with your recommendations concerning
the specific: support desired in each instance.
