Attached is the annual report from the Chairman. WCIIR, reflecting the feat that process to date has been painfuliy wrung from initial efforts dating back to 1855. Since the "Terms of Reference" for the Community Study (USIB-D-38. T/1; CODIB-D-82/8) calls, among other. things, far investigation of the use of standardized procedures aad te~nfques, including formats. Discussion; J a. WGIIt has been 1n e~detance for about six years. Durimg this lima standardisation bas been achieved throughout CIA, Army and Air Force. Ia principle it has also been attained with Navy. The prospects in State a?al USIA are not nearly as good, yet d3ey are sot tmattainable. b. WGIR is not displeased with the progress mach so far. The obstacles which it had to overcome to achieve sta~iardisation were substantial as procedures, methods, and systems in aunty organiaatfon were deeply entrenched. However, it is recognised that the beet commtttse or working group usually suffers several serious weaimessea. They are: {lj LACK OF TIME {$) LACI{ OF CONCENTRATED EFFORT. This is because committee or working group assignmanls are nBUally made on a part-lima, additional dabr basis. c.
