MEMORANDUM FOR: CIA CODIB Member
SUBJECT : Community On-line Intelligence System
(COINS) Implementation Plan
REFERENCE : CODIB-D-113/4.1, 8 June 1966
1. On 27 June, the CIA Task Force on COINS met to develop
an Agency position on referenced report; representatives attended
from OCS, OCR, ORD, OC, NPIC, RID, OPPB and ODD/S&T.
2. The group agreed with the plan in principle, with
reservations about the time schedule'and the need for the switch
to perform language conversion. Points discussed:
Files: DDP files will not be included. DDI(OCR) and
DDS&T(OCS) in consultation with users, will select one or
more files. NPIC has agreed to make available, initially,
a :restricted sub-set of the total target-brief file; personnel
training and procedural planning for linking their computer
with NSA are well underway.
Schedule: Very tight, since there are many difficult
problems to be faced. OCS believes that the Phase I
schedule is difficult but feasible; OC is particularly con-
cerned that the system operational requirements for COIN-II
will not be determined sufficiently within the time frame
proposed to permit the design, development and installation
of the Communications Switch; they are also concerned about
space for the hardware. Of possible consequence re schedu-
ling is the ambiguous reference (p. 23) to "secondary security
checking" --what does this mean?

Emanations: It was noted that OS and OC are making
a study of emanations associated with ADP hardware.
Some information might be expected within 3-6 months,
i. e. , prior to the December 1966 target date (p. 29) as an
aid in formulating technical security standards.
Approach: Would much prefer to avoid pre-judgment
of conclusions and have the "solutions" presented in the
report for Phase II put as guidelines. OC noted that a
standard communications format is mandatory in any
store -and -forward message communications system. Why
not conform to the established U. S. Government message
format?
Evaluation/User Involvement/ Tone: CODIB needs to
understand that the tone of the report is technical and that
utility is a by-product. Phase I is a most rudimentary
effort--if judged on utility, it will fail. Technical evalu-
ation is to occur 6-9 months after COINS is in operation
(p. 34). At some point in time, and realistically before
proceeding into Phase II, something will have to be said
about benefits and costs. It does not necessarily follow
that this Agency would agree with the Knox Panel comment
that an estimated $1, 000, 000 for COINS is nominal.
