Background. This is a brief progress report on the Community On-Line Intelligence System (COINS) experiment which is being conducted in order to implement the President's Foreign Intelligence Advisory Board. Recommendation No. 2 of 15 June 1965. The concept of the COINS experiment was outlined in the referenced report. It calls for DIA, NSA, CIA and NPIC to maintain COINS files in their own information retrieval computer systems which will be connected by secure data links through a central store-and-forward network switch at DIA. The Department of State and the National Indications Center (NIC) will have remote query consoles connected to the DIA computer through which they can interrogate COINS files. Signifieint Milestones and Current Status. a. On 21 December 1.966 a secure 300 character per second (2400 BPS) data link was installed between the NSA RYE/TIPS computer complex and the DIA network switch. b. The first test message was transmitted on Monday, 13 February 1967. The first successful round-robin test of inter- rogation cycles between a remote terminal. at NSA and the computer at DIA and between a remote terminal at DTA and the computer at NSA occurred on 20 April 1967 using unclassified files at each agency for this purpose. In early September 1967 NSA and DIA operational COINS files were made available in the system and the COINS link was activated for two hours a day, two days each week. On 2 October 1967 the link became active two hours each day, five days a week, and on 12 January 1968 it became active six hours per day, five days per week. d. The system is currently undergoing further testing to detect and isolate system faults and take remedial action. A projected date when the NSA-DIA system can be declared "fully operational" twenty- four hours a day, seven days a week cannot be stated at this time. Latest available information indicates that DIA will be prepared to activate circuits to all other COINS participants after 15 April 1968. This date is dependent upon completion of construction of a new DIA communication center and the installation and testing of equipment. 3. The attached chart depicts the COINS communication milestones and tentative schedules for additional installation and testing. 4.
