Cuba-Ghana-Algeria: (Havana is continuing to
promote the idea that it genuinely wants to improve
US-Cuban relations through the assistance of friendly
intermedtariesi
(This line is apparently having an effect on Ghana
and Algeria
(The Ghanaian delegate to the UN told Ambassador
Stevenson on 5 October that, during his August visit
to Havana, he learned from conversations with Cuban
Foreign Minister Roa that both Fidel Castro and Roa
were then "most concerned" over the degree of Sino-
Soviet penetration and control of Cuba. Roa suggested
that the best way to counter this was to improve US-
Cuban relations, and he asked if either Ghana or per-
haps Canada might proffer its good offices toward
this end. }
(In a conversation with US Charge Porter on 6
October, Algerian Foreign Minister Khemisti vigor-
ously defended Premier Ben Bella's decision to visit
Cuba next week, and stated that Algeria intends to
make an effo t to "smooth things over" between the
US and Cuba.

Communist China - USSR: 6he last two Soviet
Consulates in Communist Chi a have been closed,
apparently in late September.
(The Soviet Embassy in Peiping depicts the clos-
ings as an economy measure. However, Chinese
pressure may have been the main factor.

the Chinese in September threw a cordon around the
Soviet Consulate in Harbin.

The Chinese are also said to have raided the
guar ers of the Association of Soviet Citizens in Har-
bin and other Manchurian cities. The activities of
these "nonofficial" organizations throughout China
have been directed since World War II by Soviet con-
sular officials.

Communist China - Nepal: Communist China's
assurances of full support for Katmandu against any
outside attack are likely to worsen relations between
India and Nepal.
Speaking on the anniversary of the Sino-Nepalese
boundary treaty on 6 October, Vice Premier and For-
eign Minister Chen Yi promised that the Chinese
Communist "government and people" will stand be-
side Nepal if any foreign power attacks.
Katmandu, which rebroadcast Chen Yi1s remarks,
is likely to find the Chinese statement useful in its
stepped-up campaign against India for its encourage-
ment of the Nepali exile movement. New Delhi has
been trying recently to play its troubles with Kat-
mandu in a low key. Peiping's interference in what
Indians regard as their own security sphere, how-
ever, might. provoke an outburst which in turn could

Chile: President Alessandri's governing coali-
tion will fac a crisis when, as expected, he deval-
uates the currency within the next few days.
Leaders of both the Conservative and the Radical
part s have publicly announced their opposition to
devaluation. The Conservatives have said they will
remain in the government, but the Radicals are con-
sidering withdrawing if International Monetary Fund
recomme lotions for immediate devaluation are
followed.
Radicals hold more than one fourth of the seats
in ngress, more than either of the other two parties in
the governing coalition. President Alessandri is ap-
parently confident that he can continue to govern of -
fectively if the Radicals adopt an independent position.
:If they vote with the leftist opposition for political
advantage, his legislative Proposals may be blocked.
