I told Zafra that I was not fully conversant with the fiscal details involved, but asked if this issue had been raised in connection with similar legislation accorded the State Department last year. I also said it had been my under- standing that the funding issue was not a direct result of our substantive provisions and again suggested that OMB clear those provisions and resolve our funding question when that issue was resolved for the other retirement systems. Zafra said the clearance of the Foreign Service provisions had been an error as far as he was concerned and was one in which he was "embarrassed institutionally.
