As outlined in the attached memorandum, the purpose of this meeting is to receive a report of the Nuclear Intelligence Panel's findings and recommendations with regard to their review of the Soviet atomic energy program. The second meeting of the Nuclear Intelligence Panel will be held on 28 February - 1 March 1966. At the meeting on 28 February the intelligence community representatives on the Joint Atomic Energy Intelligence Committee will brief the Panel on the Soviet atomic energy program. On 1 March 1966, the Panel will prepare a report on their findings and rec- ommendations. 2. It is recommended that a meeting of the United States Intelligence Board be scheduled for 1500 hours on 1 March to receive a report by the Panel. Although the Soviet atomic energy estimate this year will be brief and is in the form of a Memo to Holders, there are several critical problems, especially that dealing with the design of Soviet thermonuclear weapons and associated effects of significance to the ABM problem, which should be brought to USIB's attention.
