Revised Korea Withdrawal Paper
1. The Director's modifications shorten the paper while introducing
certain substantive changes regarding the possible Sino-Soviet interactions.
2. With the assistance of ORPA and OER, a revised paper has been
produced that closely follows the implied guidance in the Director's draft.
The revision--in line-in/line-out format--is attached.
3. There is substantive disagreement with the following portions of
the Director's draft:

4. The attached paper, when revised as shown, will capture the
essence of the earlier Community draft without violence to substance..
Nonetheless, I have no doubt that if queried, the representatives would
clamor for all kinds of changes for reasons ranging from style to emphasis.
