THE NATIONAL SECURITY COUNCIL INTELLIGENCE DIRECTIVE
BASIC DUTIES AND RESPONSIBILITIES
An effective fore;,gn intelligence effort is essential to the
national security and to the development of political, economic and
military policies of the United States Government. To assure proper
management, efficient operation, resource-related planning and con-
tinuous coordination of the foreign intelligence activities of the
various departments and agencies involved requires clear delineation
of responsibilities, establishment of arrangements for coordination
and planning, and provision of the authorities necessary for effective
leadership of the Intelligence Community. To this end, and pursuant,
to the provisions of Section 102 of the National Security Act of 1947
as amended, the National Security Council hereby authorizes and directs
that:
1. Role of the Director of Central Intelligence
As the senior foreign intelligence officer of the United States
Government, the Director of Central Intelligence shall have overall
responsibility for positive leadership of the Intelligence Community
and for the coordination of foreign intelligence activities, including
related departmental activities which support the national foreign
intelligence and warning efforts. Responsibilities of the Director
of Central Intelligence are restricted to matters relating to the
collection, processing and production of foreign intelligence; any
law enforcement operation or activity, and any internal security
operation or activity are specifically excluded.

2. The National Security Council Intelligence Committee (NSCIC)
a. The National Security Council Intelligence Committee will
give direction and guidance on national substantive foreign intelli-
gence needs and provide for a continuing evaluation of intelligence
products from the viewpoint of the intelligence consumer.
b. The National Security Council Intelligence Committee
will be comprised of: The Assistant to the President for
National Securi.ty Affairs, Chairman; The Director of Central
Intelligence, Vice Chairman; The Deputy Secretary of State; The
Deputy Secretary of the Treasury; The Deputy Secretary of Defense;
and The Chairman of the Joint Chiefs of Staff.
3. The Director of Central Intelligence
a. The Director of Central Intelligence will discharge
four major responsibilities:
(1) Planning, reviewing and evaluating all foreign
intelligence activities and the allocation of all
intelligence resources.
(2) Producing national intelligence required by the
President and other national consumers.
(3) Chairing and staffing all intelligence community
advisory boards and committees.
(4) Establishing and reconciling intelligence
requirements and priorities within budgetary constraints.
b. In discharging the above responsibilities, and in
implementation of and in conformity with approved National
Security Council policy, the Director of Central Intelligence
shall:

(1) Seek the attainment of the following objectives as
essential to the efficient and effective functioning of
the intelligence community:
(a) The responsiveness of the United States
intelligence effort with respect to national requirements
must be subject to continuing review.
(b) Authoritative and responsible leadership for
the intelligence community as a whole must be assured.
(c) A more efficient use of resources by the
community in the collectionodf intelligence information
must be achieved. Utilization of the means available
must be in consonance with approved requirements of
United States security and national interests.
(d) Assignment of intelligence functions within
the community must be reviewed and revised to eliminate
inefficient, unnecessary or outmoded activities.
(e) The quality, scope and timeliness of the
community's product must be improved.
(f) The provision of intelligence and its
utilization must enhance the formulation of the foreign
and economic policies of the United States Government
and the planning for and conduct of military operations
by United States forces.
(2) Prepare and submit each year, through the Office of
Management and Budget, a consolidated intelligence program/
budget which includes consideration of all foreign intelligence

activities of the United States Government and which takes
into account such matters as the comparative effectiveness
of collection programs and the priorities of intelligence
objectives.
(3) Act for the National Security Council to provide
for detailed implemention of this directive by issuing, after
appropriate consultation and in conformance with existing
statutes and federal regulations, Director of Central
Intelligence Directives (DCIDs) or supplementary agreements
with other federal departments and agencies. Such directives
and agreements shall, as applicable, be promulgated and
implemented within the normal command channels of the depart-
ments and agencies concerned. Director of Central Intelligence
Directives shall include:
(a) General guidance and the establishment of
specific'priorities for the production of national and
other intelligence and for collection and other activities
in support thereof and their formal transmission to the
National Security Council.
(b) Establishment of policy procedures and
practices for the maintenance, by the individual
components of the intelligence community, of a
continuing interchange of intelligence, intelligence
information and other information of utility for
intelligence purposes.

(4) In consultation with the head of the intelligence or
other appropriate component of the department or agency
concerned, make such surveys of the intelligence activities
of the various departments and agencies as he may deem necessary
in connection with his duty to advise the National Security
Council and to coordinate the intelligence effort of the
United States.
(5) Formulate, as appropriate, policies with respect to
arrangements with foreign governments on intelligence matters.
(6) Disseminate national intelligence to the President,
members of the National Security Council, as appropriate,
members of the United States Intelligence Board, and, subject
to existing statutes, such other components of the Government
as from time to time may be appropriate.
(7) Disseminate national intelligence on a strictly
controlled basis to foreign governments and international
bodies upon his determination that such action would sub-
stantially promote the security of the United States,
provided that such dissemination is consistent with existing
statutes and Presidential policy, including that reflected
in international agreements, and provided further that any
disclosure of Federal Bureau of Investigation intelligence
information shall be cleared with that agency prior to
dissemination.

(8) Develop and review security standards and practices
as they relate to the protection of foreign intelligence and
of intelligence sources and methods from unauthorized disclosure;
call upon the departments and agencies, as appropriate, to in-
vestigate within their department or agency any unauthorized
disclosure of intelligence or of intelligence sources and methods,
and to transmit the report of such investigation to the Director
of Central Intelligence for review and such further action as he
deems appropriate.
(9) Establish procedures to insure that information made
available for release on an unclassified basis under the de-
classification and downgrading schedules and reviews provided by
Executive Order 11652 does not include information pertaining to
cryptography or information which would compromise sensitive in-
telligence sources and methods.
(10) Arrange with the departments and agencies for the assign-
ment or exchange within the Intelligence Community of such ex-
perienced and qualified personnel as may be of advantage for
advisory, operational or other purposes.
(1)Call upon the other departments and agencies, as appropriate,
to ensure that on intelligence matters affecting the national security,
the intelligence community is supported by the full knowledge and
technical talent available in or to the Government.
(12) Conduct a continuous program of coordination and evaluation
to promote an integration of effort and to avoid undesirable duplication
in the production of intelligence.

c. In the dissemination of national intelligence and in
transmitting his recommendations on matters relating to intelligence
production and resource management, the Director of Central
Intelligence shall include therewith a statement indicating any
substantially differing views of members of the United States
Intelligence Board and the Intelligence Resources Advisory
Committee, or of the Intelligence Chief of a Military Department.
4. Advisory bodies to support the Director of Central Intelligence
a. Intelligence Resources Advisory Committee (IRAC.)
An Intelligence Resources Advisory Committee is hereby
established to advise the Director of Central Intelligence on
the preparation of the intelligence budget and the allocation
of resources.among programs and to ensure that they are employed
in accordance with approved requirements with no unwarranted
duplication. It will consist of the Director of Central
Intelligence, Chairman, and senior representatives of the
Department of State, Department of Defense, Central Intelligence
Agency, and the Office of Management and Budget.
b. The United States Intelligence Board (USIB)
A United States Intelligence Board is hereby established
under the chairmanship of the Director of Central Intelligence.
Subject to other established responsibilities under existing
law and directives, the United States Intelligence Board will
advise and assist the Director of Central Intelligence with
respect to:

(1) The establishment of appropriate intelligence
objectives, requirements and priorities.
(2) The production of national intelligence.
(3) The supervision of the dissemination and security
of intelligence material.
(4) The protection of intelligence sources and
methods.
(5) As appropriate, policies with respect to arrangements
with foreign governments on intelligence matters.
c. The membership of the United States Intelligence Board
shall consist of the following: The Director of Central
Intelligence, Chairman; The Deputy Director of Central Intelligence,
Vice Chairman; The Director of Intelligence and Research,
Department of State; The Director, Defense Intelligence Agency;
The Director, National Security Agency; a representative of the
Secretary of the Treasury; a representative of the,Atomic Energy
Commission; and a representative of the Director of the
Federal Bureau of Investigation.
d. The Director of Central Intelligence shall invite the
chief of any other department or agency having functions related
to the national security to sit with the United States Intelligence
Board or the Intelligence Resources Advisory Committee whenever
matters ,Within the purview of his department or agency are to be
discussed.
e. Subordinate committees and working groups shall be
established, as appropriate, for the United States Intelligence
Board and the Intelligence Resources Advisory Committee by the

5. Production of national intelligence
In execution of his responsibilities for the production of
national intelligence, the Director,of Central Intelligence shall:
a. Provide for production of national intelligence
estimates and other estimates or studies requested to meet
the intelligence needs of the President, the National Security
Council and other high level consumers.
b. Arrange for production, on a coordinated basis as
appropriate, of current intelligence for the President, the
National Security Council and other high level consumers, as
well as that which will serve the common needs of the interested
departments and agencies of the Government for current intelli-
gence not produced `.within\their departmental missions.
c. Provide for a national photographic interpretation
center as a service of common concern.
d. Facilitate the coordinated development of compatible
referencing systems within the departments and agencies engaged
in foreign intelligence activities and arrange for the use of
designated facilities as a service of common concern as appropriate.
6. Foreign intelligence collection
In execution of his responsibilities for national intelligence,
the Director of Central Intelligence shall:
a. Be responsible for establishing the substantive objectives
of all national intelligence collection programs and for the review
of the performance of all such programs.
b. Ensure that planning for the utilization of the
collecting and reporting capabilities for intelligence purposes
of each of the several departments and agencies and the military

and provides adequate coverage for national security purposes,
including military readiness.
c. With respect to overt collection activities, promote
the development of services of common concern with full
recognition of both the capabilities and the needs and
special requirements of the individual departments and agencies.
d. Coordinate exploitation of foreign language publications
by the Central Intelligence Agency with similar activities
maintained by other departments and agencies.
e. Ensure centralized direction through prior comprehensive
and continuing coordination of all authorized clandestine
activities.
(1) Establish the procedures necessary to achieve
such direction and coordination, including the assessment
of risk incident upon such operations as compared to the
value of the activity, and to ensure that sensitive
operations are reviewed pursuant to applicable directives.
(2) Coordinate all clandestine activities conducted -
outside the United States and its possessions and ensure
that senior overseas State and Defense Department officials
are informed as appropriate.
(3) Develop appropriate policy recommendations for
National Security Council consideration with respect to the
overall U.S. counterintelligence effort conducted outside
the U.S. and its possessions, and provide for the coordination
of all such counterintelligence activities.

7. Community responsibilities
Each department and agency involved in intelligence activities
shall:
a. Taking full cognizance of the facilities and capabilities
of other agencies, maintain adequate capabilities to accomplish
its departmental intelligence mission and to provide such
additional intelligence within its field of primary responsibilities
as may be necessary to satisfy other requirements relating to the
national security, including contributions to national intelligence.
b. Insofar as is practicable, in the fulfillment of their
respefive responsibilities for collection and production of
intelligence, avoid duplication of the intelligence activities
and research of other departments and agencies and make full
use of existing capabilities of the other elements of the
intelligence community.
c. 'Furnish`to the Director of. Central Intelligence all
of the information and data deemed necessary by him in the
exercise of his responsibilities.
d. Maintain the basic intelligence required for the
execution of its mission in a format or data base readily
available for use by other departments and agencies.
e. Produce and disseminate, as appropriate to other departments and
agencies such current intelligence, analytical memoranda and studies
as may be necessary to meet its own internal requirements
f. Contribute to the current life lligence puElications
by the Director of Central Intelligence such inputs as are
appropriate, and on a timely-basis.

g. By agreement, and in order to facilitate the performance
of their respective intelligence missions, provide other depart-
ments and agencies with such mutual assistance as may be within
its capabilities and as may be required in the interests of the
intelligence "community for reasons of economy, efficiency or
operational necessity. In this connection, primary departmental
interests shall be recognized and shall receive mutual cooperation
and support.
h. Retain responsibility for the protection of intelligence
and of intelligence sources and methods within its own organization,
and establish appropriate internal policies and procedures to
prevent the unauthorized disclosure from within that agency of
intelligence information or activity.
8. Allocation of special responsibilities
a. Certain intelligence collection resources and activities of
high level importance, as specifically identified by the National
Security Council, shall be managed by a National Reconnaissance
Office (NRO) directed by an Executive Committee established by the
National Security Council. The Executive Committee shall be under
the chairmanship of the Director of Central Intelligence, with
membership as directed by the National Security Council. The
Director of Central Intelligence, in consultation with the Secretary
of Defense, shall issue directives to implement the necessary manage-
ment organization and operating procedures.

b. Except for those programs to which Paragraphs 8a and 8c
apply, the National Security Agency shall conduct signal intelli-
gence collection and processing as a service of common concern,
and shall coordinate related activities of other departments and
agencies, responsive to the policies, objectives, requirements
and priorities established by the Director of Central Intelligence.
The Director of Central Intelligence shall' promulgate additional
directives as may be necessary to further define areas of responsi-
bility and to establish implementing procedures.
c. The Central Intelligence Agency shall have responsibility

(5) Operating a national photographic interpretation
center as a service of common concern. The director of this
center shall be designated by the Director of Central
Intelligence with the concurrence of the Secretary of Defense.
The departments or agencies represented on the United States
Intelligence Board shall continue to be individually re-
sponsible for photographic interpretation and the production
of photographic intelligence in support of established
departmental or agency responsibilities. The intelligence
chief of each department or agency represented on the USIB
shall coordinate photographic intelligence activities within
his parent organization with the national photographic
interpretation center. Subject to applicable security measures
and on a "need to know" basis, there shall be a full interchange
of all pertinent photographs and photographic intelligence
analysis among the departments and agencies concerned.

d. Communications means shall be established for the most
timely transmission of critical intelligence, as defined by the
Director of Central Intelligence. The Director of Central
Intelligence shall establish uniform criteria for the identification,
selection, and designation of relative priority for the transmission
of critical intelligence. The Secretary of Defense shall be the
Executive Agent of the Government to provide for the establishment,
operation and perfection of such communications means as are necessary
to provide the most timely transmission of critical intelligence to
higher authorities. The Director of Central Intelligence shall
provide the Secretary of Defense with continuing guidance as to the
communications requirements of the intelligence community for the
transmission of critical intelligence.
e. The use of national intelligence resources in active
theaters of war where U.S. forces are engaged, or when the
President so directs, shall be in accordance with agreements
reached between the Secretary of Defense and the Director of
Central Intelligence.

AGENDA ITEM NO. 4: Unclassified Omnibus National Security Council
Intelligence Directive
1. Attached is a draft omnibus National Security Council
Intelligence Directive (NSCID) which the DCI proposes for con-
sideration as a substitute for the eight existing classified
NSCIDs. The attached working draft is classified Secret pending
decision as to whether an unclassified omnibus NSCID is feasible
and acceptable.
2. The primary purpose of the proposed NSCID is to maintain
the essential provisions of the existing NSCIDs and still provide
the DCI with an unclassified "charter" which he can use in discussions
with Congressional committees and as necessary, with other audiences
who do not have access to the existing classified NSCIDs. Provisions
of the unclassified NSCID would be amplified and augmented by the
issuance of more detailed and more specific Director of Central
Intelligence Directives, classified as appropriate.
3. The following NSCIDs, presently applicable to the DCI and
the intelligence community, would be rescinded if the NSC approved
an unclassified omnibus NSCID:
No. 1. Basic Duties and Responsibilities (Secret)
No. 2. Coordination of Overt Collection Activities (Secret)
No. 3. Coordination of Intelligence Production (Secret)

1. The outsean-ding question raised by Senator McClellan
with respect to NS=,s apparently can be satisfied by an unclassified
statement of functi o_s and responsibilities which has been prepared.
2. In the ti e allotted, we have been unable to do a complete
and detailed review of the substantive information contained in your .
draft but if this goes =or-ward undoubtedly the specific provisions, can
be. looked at again.

3. We believe there are a number of reasons for not going
forward with this. The practical purpose of gaining coordination from
the various departments and review in the White House would, undoubtedly,
be time consuming. Additionally, however, we are concerned about the
timing. There are numerous bills introduced on the Hill to modify the
Agency charter. Some of these are extreme and could cause serious
difficulties for the Administration and the Agency. However, Senator
Stennis is actively pursuing amending legislation in a responsible fashion
and the Nedzi Subcommittee clearly is going to do likewise. This raises
the question that if an unclassified NSCID appears there will, undoubtedly,
be raised the question of why the "Agency charter" should not be placed 25X
in legislation. Clearly such a result would be undesirable.

MEMORANDUM FOR: Associate Deputy to the DCI for the
Intelligence Community
SUBJECT : Unclassified Omnibus NSCID
1. I have reviewed the latest draft of an unclassified
NSCID and with a few minor changes would find it an acceptable
draft. These requested changes are presented in paragraph 3.
2. On the basic issue of whether we should issue an
unclassified NSCID at this time, I tend to concur in the views
of the General Counsel and the Legislative Counsel that this
is a particularly untimely period in view of the impending
legislative proposals that will impact on this Agency. In ad-
dition, I believe that the inability of an unclassified draft to
include certain subjects because of their classified nature is
an inherent weakness which, over the long term, could act to
our disadvantage. I think there is merit in the idea of having
a classified omnibus NSCID, as well as an unclassified version.
This would enable us to be sure that all activities had NSCID
authorities and in the event of arguments about authorities in
the Community, the classified version would also be available
as the controlling authority. With this in mind, I think it might
not be a bad idea for you to set up a meeting with the Director
at which you, the ADDS&T, and I could express our views.
3. The changes that I would like, if the present draft
survives in any form, are as follows:

1. Attached at Tab A is a draft omnibus unclassified NSCID,
"Basic Duties and Responsibilities," which has been prepared in
response to your request that attempt be made to develop a single
unclassified NSCID which could replace the existing set of eight
classified NSCIDs.
2. At Tab B is an outline of the draft NSCID which enables
a quick look at the topics which are covered. It was considered that
a document which was as comprehensive as possible would be more
acceptable to other departments and agencies than a very brief
NSCID that said little more than the National Security Act of 1947.
3. At Tab C is a comment from the Acting General Counsel
and the Deputy Legislative Counsel which sets forth reasons why
pursuit of an unclassified NSCID is untimely in view of pending
legislative proposals.
4. At Tab D is a comment from the CIA Director of Security
which concurs in the unclassified nature of the proposed NSCID.
This memorandum was based on a draft prepared before receipt of
the ADDI and ADDS&T comments, and if decision is made to proceed
further with the unclassified NSCID project, the Office of Security
would be requested to review the draft again.
5. At Tab E is a report on "Linkage between Contents of the
Existing DCIDs and the Proposed Omnibus Unclassified NSCID. "
As the comparisons indicate, the draft unclassified NSCID would
provide general authority for most of the provisions in the current
DCIDs, but there are a few significant omissions which it did not
appear feasible to express in unclassified terms.

BASIC DUTIES AND RESPONSIBILITIES
The intelligence effort of the United States is a national
responsibility and must be organized and managed to exploit
available resources to the maximum and to satisfy the intelligence
requirements of the National Security Council and of the departments
and agencies of the Government. For the purpose of coordinating
the foreign intelligence activities of the several Government
departments and agencies in the interest of national security, and
pursuant to the-provisions of Section 102 of the National Security
Act of 1947, as amended, the National Security Council hereby
authorizes and directs that:
1. Overall Coordination
The Director of Central Intelligence shall coordinate
the foreign intelligence activities of the/United States in
accordance with existing law and applicable directives.
2. The National Security Council Intelligence Committee (NSCIC)
a. The National Security Council Intelligence Committee
wil-1 give direction and guidance on national substantive foreign
intelligence needs and provide for a continuing evaluation of
intelligence products from the viewpoint of the intelligence
consumer.

b. The National Security Council Intelligence Committee
will be comprised of: The Assistant to the President for National
Security Affairs, Chairman; The Director of Central Intelligence,
Vice Chairman; The Deputy Secretary of State; The Deputy Secretary
of the Treasury; The Deputy Secretary of Defense; and The Chairman-
of the Joint Chiefs of Staff.
3. The Director of Central Intelligence
a. The Director of Central Intelligence will discharge
four major responsibilities:
(1) Planning, reviewing and evaluating all foreign
intelligence activities and the allocation of all
intelligence resources,.
(2) Producing national intelligence required by the
President and other national consumers.
(3) Chairing and staffing all intelligence
community advisory boards and committees.
(4) Establishing and reconciling intelligence
requirements and priorities within budgetary constraints.
b. In discharging the above responsibilities the Director
of Central Intelligence shall:
(1) Assure authoritative and responsible leadership
for the intelligence community as a whole.
(2) Prepare and submit each year, through the Office
.of Management and Budget, a consolidated intelligence
program/budget which will take into account such
considerations as the comparative effectiveness of
collection programs and the priorities of intelligence

(3) Provide guidance and establish specific priorities
for the production of intelligence,.and for collection and
other activities in support thereof, and formally transmit
such to the National Security Council.
(4) Establish policy, procedures and practices for the
maintenance, by the individual components of the intelligence
community, of a continuing exchange of intelligence
information and other information of utility for intelligence
purposes.
(5) Make recommendations on_foreign intelligence.
matters to appropriate United States officials.
(6) Assure the effective functioning of collection
and reporting capabilities so that, in an impending crisis
situation which could affect the security of the United
States to the extent that a rapid reaction by the President
or the National Security Council may be required, pertinent
intelligence is immediately disseminated to appropriate
levels of the government.

(7) In consultation with the head of the intelligence
or other appropriate component of the department or agency
concerned, make such surveys of the intelligence
activities of the various departments and agencies as he
may deem necessary in connection with his duty to advise the
National Security Council and to coordinate the intelligence
effort of the United States.
(8) Formulate, as appropriate,.policies with respect to
arrangements with foreign governments on intelligence
matters.
(9) Control the dissemination of national intelligence;
disseminate such intelligence on a strictly controlled basis
to foreign governments and international bodies upon his
determination that such action would substantially promote the
security of the United States, provided that such dissemination
is consistent with existing statutes and Presidential policy,
including that reflected in international agreements, and
provided further that any disclosure of Federal Bureau of
Investigation intelligence information shall be cleared with
that agency prior to dissemination.
(10) Develop and review security standards and practices
as they relate to the protection of foreign intelligence
and of intelligence sources and methods from unauthorized
disclosure; call upon the departments and agencies, as
appropriate, to investigate within their department or

agency any unauthorized disclosure of intelligence or of
intelligence sources and methods, and to transmit the report
of such investigation to the Director of Central Intelligence
for review and such further action as he deems appropriate.
(11) Establish procedures for review by intelligence
authorities of all classified intelligence information
contemplated, proposed or prepared for release to the
public or for use or disclosure in other unclassified
activities in the course of which there is danger that
intelligence sources and methods might.be revealed.
(12) Facilitate the coordinated development of compatible
referencing systems within the departments and agencies
engaged in foreign intelligence activities and arrange for the
use of designated facilities as a service of common concern as
appropriate.
(13) Arrange with the departments and agencies for the
assignment to, or exchange with, the Central Intelligence
Agency of such experienced and qualified personnel as may be
of advantage for advisory, operational or other purposes.
(14) Act for the National Security Council to provide
for detailed implementation of this directive by issuing,
after appropriate consultation, such supplementary Director
of Central Intelligence Directives or supplementary agreements
with other federal departments and agencies as may be
required. Such directives shall, as applicable, be promulgated
and implemented within the normal command channels of the
departments and agencies concerned.

c. In the dissemination of national intelligence and in
transmitting his recommendations on matters relating to intelligence
production and resource management, the Director of Central
Intelligence shall include therewith a statement indicating any
substantially differing views of members of the United States
Intelligence Board and the Intelligence Resources Advisory
Committee, or of the Intelligence Chief of a Military Department.
4. Advisory bodies to support the Director of Central Intelligence
a. Intelligence Resources Advisory Committee (IRAC)
An Intelligence Resources Advisory Committee is hereby
established to advise the Director of Central Intelligence on
the preparation of the intelligence budget and the allocation
of resources.among programs and to ensure that they are employed
in accordance with approved requirements with no unwarranted
duplication. It will consist of the Director of Central
Intelligence, Chairman, and senior representatives of the
Department of State, Department of Defense, Central Intelligence
Agency, and the Office of Management and Budget.
b. The United States Intelligence Board (USIB)
A United States Intelligence board is hereby established
under the chairmanship of the Director of Central Intelligence.
Subject to other established responsibilities under existing
law and directives, the United States Intelligence Board will
advise and assist the Director of Central Intelligence with
respect to:

(1) The establishment of appropriate intelligence
objectives, requirements and priorities.
(2) The production of national intelligence.
(5) As appropriate, policies with respect to arrangements
with foreign governments on intelligence matters.
c. The membership of the United States Intelligence Board
shall consist of the following: The-Director of Central
Intelligence, Chairman; The Deputy Director of Central Intelligence,
Vice Chairman; The Director of Intelligence and Research,

of intelligence material.
(4) The protection of intelligence sources and
methods.

Federal Bureau of Investigation.
d. The Director of Central Intelligence shall invite the
chief of any other department or agency having functions related

5. Production of national intelligence
In execution of his responsibilities for. the production of
national intelligence, the Director of Central Intelligence shall:
a. Provide for production, on a coordinated basis, of
national intelligence estimates and other estimates requested
to meet the intelligence needs of the President, the National
Security Council and other high level consumers.
b. Arrange for production, on a coordinated basis as
appropriate, of current intelligence intended primarily
to meet the needs of the President, the National Security
Council and other high level consumers. Such intelligence
will serve the common needs of the interested departments and
agencies of the Government for current intelligence not
produced within. their departmental missions.
c. Provide for a national photographic interpretation
center as a service of common concern.
6. Foreign intelligence collection
In execution of his responsibilities for national intelligence,
the Director of Central Intelligence shall:
a. Be responsible for establishing the substantive
objectives of all national intelligence collection programs
and for the review of the performance of all such programs.
b. Ensure that planning for the utilization of the
collecting and reporting capabilities for intelligence purposes
of each of the several departments and agencies and the military
services avoids unnecessary duplication and uncoordinated overlap

and provides adequate coverage for national security purposes,
including military readiness.
c. With respect to overt collection activities, promote
the development of services of common concern with full
recognition of both the capabilities and the needs and
special requirements of the individual departments and agencies.
d. Ensure centralized direction through prior comprehensive
and continuing coordination of all authorized clandestine
activities.
(1) Establish the procedures necessary to achieve
such direction and coordination, including the assessment
of risk incident upon such operations as compared to the
value.of the activity, and to ensure that sensitive
operations are reviewed pursuant to applicable directives..
(2) Coordinate all clandestine activities conducted
outside the United States and its possessions and ensure that
senior overseas State and Defense Department officials are
informed as appropriate.
(3) Develop appropriate policy recommendations for
National Security Council consideration with respect to the
overall U.S. counterintelligence effort conducted outside
the U.S.and its possessions, and provide for the coordination
of all such counterintelligence activities.

7. Community responsibilities
Each department and agency involved in intelligence activities
shall:
a. Taking full cognizance of the facilities and capabilities
of other agencies, maintain adequate capabilities to accomplish
its departmental intelligence mission and to provide such
additional intelligence within its field of primary responsibilities
as may be necessary to satisfy other requirements relating to the
national security, including inputs to national intelligence.
b. Insofar as is practicable, in the fulfillment of their
respective'responsibilities for collection and production of
intelligence, avoid duplication of the intelligence activities
and research of other departments and agencies and make full
use of existing capabilities of the other elements of the
intelligence community.
c. Provide to the Director of Central Intelligence all
of the information and data deemed necessary by him in the
exercise of his responsibilities.
d. Maintain the basic intelligence required for the
execution of its mission in a format or data base readily
available for use by other departments and agencies.
e. Produce and disseminate such current intelligence as
may be necessary to meet its own internal requirements.
f. Contribute to the current intelligence publications
produced under Director of Central Intelligence auspices
such inputs as are appropriate, and on a timely basis.

g. Upon obtaining information which indicates an impending
crisis situation which affects the security of the United
States, immediately transmit the information to the Director
of Central intelligence and other members of the United States
Intelligence Board, as well as to the National Indications
Center and to other. officials and agencies as may be indicated
by the circumstances.
h. Retain responsibility for the protection of intelligence
and of intelligence sources and methods within its own organization,
and establish appropriate internal policies and procedures to
prevent the unauthorized disclosure from within that agency of
intelligence information or activity.
8. Allocation of special responsibilities
a. Intelligence collection resources involved in national
technical means of verification related to international
agreements such as those on strategic arms limitation and limited
nuclear test bans will be managed by an Executive Committee
established by the National Security Council, under the
chairmanship of the Director of Central Intelligence, with
membership as directed by the National Security Council. The
Director of Central Intelligence, in consultation with the
Secretary of Defense, will issue directives to implement the
necessary management organization and operating procedures.

b. The National Security Agency will have primary
responsibility for signals intelligence collection and
processing as a service of common concern, responsive to the
intelligence objectives, requirements and priorities
established by the Director of Central Intelligence.
c. The Central Intelligence Agency shall have responsibility

(5) Operating a national photographic interpretation
center as a service of common concern. The departments or
agencies represented on the United States Intelligence Board
shall continue to be individually responsible for photographic
interpretation and the production of photographic intelligence
in support of established departmental or agency responsibilities.
The intelligence chief of each department or agency represented
on the USIB shall coordinate photographic intelligence
activities within his parent organization with the national
photographic interpretation center. Subject to applicable
security measures and on a "need to know" basis, there shall
be a full interchange of all pertinent photographs and
photographic intelligence analysis among the departments and
agencies concerned.
(7) Managing special signals intelligence and other
collection programs as directed by the Director of Central
Intelligence. Such programs will be planned in consultation
with the National Security Agency for signals intelligence
.activities, and with other intelligence agencies as appropriate
to ensure that unnecessary duplication does not occur.

d. Communications means for the most timely transmission
of critical intelligence, as defined by the Director of Central
Intelligence, shall be established. The Director of Central
Intelligence shall establish uniform criteria for the
identification, selection, and designation of relative
priority for the transmission of critical intelligence. The
Secretary of Defense shall be the Executive Agent of the Government
to provide for the establishment, operation and perfection of
such communications means as are necessary to provide the most
timely transmission of critical intelligence to higher authorities.
e. The use of national intelligence resources in` active
theaters of war where U.S. forces are engaged, or when the
President so directs, will be in accordance with agreements
reached between the Secretary of Defense and the Director of
Central Intelligence.

SUBJECT: Unclassified Omnibus NSCID
1. The outstanding question raised by Senator McClellan
with respect to NSCIDs apparently can be satisfied by an unclassified
statement of functions and responsibilities which has been prepared.
2. In the time allotted, we have been unable to do a complete
and detailed review of the substantive information contained in your
draft but if this goes forward undoubtedly the specific provisions can
be looked at again.
3. We believe there are a number of reasons for not going
forward with this. The practical purpose of gaining coordination from,
the various departments and review in the White House would, undoubtedly,
be time consuming. Additionally, however, we are concerned about the
timing. There are numerous bills introduced on the Hill to modify the
Agency charter. Some of these are extreme and could cause serious
difficulties for the Administration and the Agency. However, Senator
Stennis is actively pursuing amending legislation in a responsible fashion
and the Nedzi Subcommittee clearly is going to do likewise. This raises
the question that if an unclassified NSCID appears there will, undoubtedly,
be raised the question of why the "Agency charter" should not be placed.
