Approved For Release 2004/10/12 CIA-RDP79M00062A000100090009-2 Subject: NSA/CSS Comments on Committee on Foreign Intelligence Directive No. 1 The draft Committee. on Foreign Intelligence Directive No. 1, as' provided by the CFI staff on 27 February 1976, has been reviewed by NSA/CSS. In the main, there is no objection to the process outlined in the draft paper. However, there are several points which we believe warrant review and reconsideration. a. In section IN, under "Program and Budget Process," it is stated that, "It is intended that these recommendations be derived through the normal processes which currently exist in the individual departments and agencies."' This being so, the flow chart of the CPI Programming-- Budgeting cycle presents some anomalies: (1) CFI Fiscal Guidance appears a month later than DoD guidance. (2). The PMBR target of 15 September may be early, particularly if budget request is to include Service Cryptologic Agencies (SCAB). (3) CFI Budget Review in September is premature. This Agency 25X1 does not see SCA budget requests submitted by departments until the first week in October (October 1 is the DoD required submission date).
