The following is a report on photographic coverage of: a. Priority "Base Line" targets in South China and North Vietnam as defined by the Board on 3 March 1966a (paras 2-6); b. North Vietnam to detect the introduction of offensive missile systemnsb (paras 7 and 8); c. Targets in Laos adjacent to the South China borderc (no ,.'coverage); ci. Targets in the Sino-Indian Border aread (para 9). South China/North Vietnam - "Base Line" 2. Changes to Priority Targets: No changes were made to the priority list during this period. Missions during the Period: A BLACK SHIELD mission, flown 4 October, acquired surveillance coverage of 12 priority targets in North Vietnam. The results of a second BLACK SHIELD mission, flown 6 October, harne not yet been reported. According to field reporting, GIANT DRAGON missions, flown 7 and 8 October, photographed priority targets in North Vietnam along the Laos border. 4. Base Line /Surveillance Coverage Reported during the Period: In addition to the coverage of the 4 October BLACK SHIELD mission reported in paragraph 3, GIANT DRAGON missions in previous reporting periods provided surveillance coverage of nine priority targets in North 25X1D Vietnam. lw~ In summary, the base line count was raised to 153 leaving a deficit of 17 targets to be covered and surveillance was acquired on 28 priority targets, 3 of which received multiple coverage. 5. Tab A: Lists all priority targets and shows the status of Base Line/ Surveillance coverage as follows: Column 2 - Underlining indicates base line or surveillance coverage added since the last report. Column 4 - Base Line coverage since 1 March 1966 shown by date. The Map at Tab B: Shows the distribution of the 170 targets illustrating the primary areas for lines of communication by shading. The 153 targets listed in Tab A which have been covered by base line quality photography since 1 March 1966 are shown by a black dot, the remainder of the 170 by a black circle. Arrows indicate base line/ surveillance coverage added during the reporting period. 7. There has been no report of photographic detection of the intro- duction of offensive missile systems into North Vietnam. 8. The Map at Tab C: Shows the high resolution photographic coverage of North Vietnam (80% or better cloud-free) that has been reported in the three week period ending 9 October. This has been reported in accordance, ,,,with the photo reconnaissance area grid system. The grid coverage of the two BLACK SHIELD missions, flown 4 and 6 October, has not been reported and therefore is not included on the map at Tab C.. In addition to area coverage, the map shows ten targets that could most likely reveal the introduction of offensive missile systems into North Vietnam.
