1. The CIA Member requested reconsideration of the SIGINT
Committee response to the NRP issues and submitted suggested changes
forwarded by reference b. to SIGINT Committee Principals.
2. The majority of the CIA changes were accepted incorporating
amendments by various members. The CIA Member also suggested that
the question of I be coordinated with the
COMIREX input to this question. The Committee authorized the Executive
Secretary to coordinate this matter.

Coordination was accomplished. COMIREX has initiated appropriate
changes in their paper which do not conflict with the SIGINT Committee view.
In accordance with SIGINT Committee discussion at the 226th meeting the
revised paper is enclosed for information of the members.

NRO Response toWUSIB FY 1972 Research and Development Guidance

1. The Committee noted the NRO report (forwarded by the
reference) on its R&D efforts with regard to the R&D guidance contained
in the USIB Guidance for the FY 1972 NRP Budget and Five Year Program
(FY 1972-FY 1976).
2. In noting the report the Chairman expressed his view that he
would like to see this type of interchange continue and invited the NRO to
inform the Committee of the NRO Research and Development effort in the
SIGINT satellite field which would not be limited to the specific guidance
statements contained in the Five Year Program.
3. With the assurance of the Chairman that this subject would be
discussed again by the Committee, the NSA member deferred his comments
regarding the need for additional detail in t'.1 NRO report.

1. On 5 August 1971, USIB approved the Guidance for National Reconnaissance
Program Planning, FY 1973 and Beyond and forwarded the approved guidance
as amended to the Director, NRO. The SIGINT Committee July portion (reference) was 1971.

2. In his forwarding memorandum to the Director, NRO the DCI
stated:
"I believe that the interchange of views and information which takes
place between the NRO and the COMIREX and SIGINT Committees of USIB
during the formulation of this type of guidance and in other areas of joint interest
is essential. As a follow-on I ask that your staff keep these committees
closely advised throughout the year of actions taken by the NRO relative to the
USIB guidance. "
3. Pages to the reference, which were revised by USIB, are herewith
provided to SIGINT Committee members f.or incorporation into the reference
document.

the National Reconnaissance Program (enclosures 1 and 2 of reference a.).

1. This memorandum transmits SIGINT Committee proposed USIB
guidance on two topics which were identified by the Director, NRO as FY
1973 NRP issues, in his letter to the Chairman, USIB, forwarded by
reference a. The topics addressed by the SIGINT Committee in attachments to
this memorandum are:
a. The question of Soviet interference with overhead reconnaissance
capabilities.
b. The effect of a strategic arms limitation treaty on requirements
for the National Reconnaissance Program.
2. SIGINT Committee consideration of these questions has paralleled
related COMIREX consideration of the imagery aspects and is forwarded
to the Board in conjunction with the COMIREX guidance provided in reference c.
There has been collaboration between the SIGINT Committee and COMIREX
to assure that the guidance on the SALT and vulnerability questions is
complementary.
3. It is recommended that the USIB approve and forward the attached
as guidance to the NRO concurrently with that provided by COMIREX in
reference c.

Arms Limitation Agreement

1. In response to reference a. , the SIGINT Committee has reviewed
potential new requirements for NRP SIGINT collection which may be unique
to monitoring Soviet activities under a Strategic Arms Limitation Agreement.
On the basis of this review and because specific agreement terms are unavailable,
the SIGINT Committee concludes that the requirements contained in the recently
approved USII3 Guidance for the NRP FY 1973-FY 1977 Program, reference b. ,
should generally provide an adequate listing of needs for monitoring the terms of
a SALT Agreement.
2. We assume that SALT agreements will require continuing monitoring
of all. Soviet strategic weapons programs. To determine that violations are not
occurring, however, it is expected that special attention will need to be focus2 X1
on the following areas.
