SUBJECT: Procedures for Department of State Support
of NIS Production

asked me to review the basic 1961
agreement which has guided Department of State sup-
port for the NIS program. This I have done. In the process I have
consulted extensively with Stewart Lester, former State NIS Coordinator,
and with Allan Evans, Deputy Director for Research in the Bureau of In-
telligence and Research (INR). Their views have been essential to the
undertaking for each has a long and intimate relationship with the NIS
program that far exceeds my own.
The fruits of my investigations are embodied in the attached
annotated draft memorandum. The memo updates, corrects, and otherwise
amends the 1961 agreement. It records various changes in NIS concepts
and procedures instituted since adoption of the original document and
includes language tightening some security aspects. Important parts
of the revised draft affect other agencies concerned with NIS produc-
tion. We therefore would much appreciate any comments you care to make.
