1. Called Jack Goin, Director, Office
of Public Safety, USAID, and in his absence spoke with John Manopoli,
Deputy Director, concerning this Agency" s action on the Abourezk amendment
No. 1511 to S. 3394 and the ted amendment on flit- Hnin Re s dlv b T
I told Manopoli that we had cleared a letter through OMB to Chairman
Thomas E. Morgan, House Foreign Affairs Committee, and Chairman J. W.
Fulbright, Senate Foreign Relations Committee, with information copies
to the Chairmen of our oversight committees and that the Agency's position,
as modified by OMB, was a straight opposition to the amendments without
the fallback position of an Agency exemption that we had earlier contemplated.

that we expected to have OMB clearance on our letters today and if we did not
we would consider sending the letter to Chairman Morgan, House Foreign
Affairs Committee, without OMB clearance. I told him that whatever the
case was, we would attempt to get him a copy of the letter while he was
attending the markup session. Neill reiterated his earlier belief that
Congressman Fraser almost certainly would introduce an amendment along
the lines of the Abourezk amendment.
Later, OMB approved the modified letter and this was delivered
to Neill.
5. Talked to Jim Oliver, OMB, and Bud
McFarlane, NSC Staff, about the importance of our getting OMB clearance
on a letter to Chairman Morgan, House Foreign Affairs Committee, onj}
Abp ezk--tune amendment which we understood was being pnose~th_e
fnri gr aid bill this morning. (Foreign Affairs Committee staff had asked
us to get our views there before the Committee meeting this morning. )
Our proposed letter was ultimately cleared with some charges and was
handcarried to both the Foreign Affairs and Foreign Relations Committee.

Committee staff, a copy of the Director's letter to Chairman J. W. Fulbright
(D. , Ark.) of 31 July 1974 for Senator John L. McClellan, Chairman,
Senate Appropriations Committee, relating to the Abourezk amendment

Armed Services Committee, and delivered a copy of the Director's letter
of 31 July 1974 to Senator J. W. Fulbright, Chairman, Senate Foreign
Relations Committee, for Senator John C. Stennis'(D. , Miss. ), Chairman

the transcription of the Director's testimony of 30 July and that it should be in
the Agency's hands by morning. He asked that the NIBs that are being picked
