114 LIAISON Received a call from John
Swanner, Staff Director, House Committee on Standards of Official
Conduct, regarding payment of the cost of travel of witnesses who were
either Agency employees or former employees. He specifically mentioned
the case of I told him I thought we
could take care of the I I case since the Senate Select Committee
`n Intelligence, which is also interviewing on his upca 25X1
trip to Washing o as agreed to pay for his travel. Swanner said that the
Committee is quite willing to pay for the cost of the travel of Agency people
but since all of their records are public documents they would have to
identify the names of the individuals who received funds from the Committee
for this purpose. He wanted to share this problem with me in the hope I
could help him find some solution to it. I discussed several possibilities,
including our advancing funds for travel and submitting an overall voucher
(with no names involved) to the Committee on a quarterly or other periodic
basis. I told Swanner I needed to explore this with our people and would
call him back. ?

Monday - 7 November 1977,
1. (Unclassified - DFM) BRIEFING Received a call from
Angelo Codevilla, Senate Select Committee on Intelligence staff, who
informed me that Senator Malcolm Wallop (R., Wyo.) would have to
cancel his 9 November CIA orientation briefings. We agreed to
reschedule these for 21 November.
3. (Unclassified - DFM) LIAISON Received a call from John
Elliff, S Intelligence staff, who said that
Admiral Turner would be speaking at Wa=s o ege in Indiana on
11 November. According to Elliff, Senator Birch Bayh (D., Ind.) will
be nearby on the same date and Elliff thought Senator Bayh could
introduce or accompany the Director if schedules permitted. He asked
me to check on this with Lynne Mann, Senator Bayh's personal secretary.
After obtaining the Director's schedule, I called Mann but the time
schedules conflict and Senator Bayh will not be able to meet with the
Director.
