lrnatter. The Department of State request resulted in a. memorandum
in 1971 to the Bureau on Radio Free Asia but the memorandum did not
include all our knowvledge on this subject. In attempting to determine why,
Epstein thought perhaps directions we received from the Department of.
State might have been incomplete.
