14. LIAISON Sam Goldberg State Department,
called and asked me a out our clearance procedures for sta f members of
committees. I told him we usually grant clearances on the basis of
DOD investigations. Goldberg said that State usually goes by whether CIA
has granted a clearance before they grant one. In this particular instance, there
was no record of a CIA clearance. I told Goldberg that the person in
question had appropriate clearances and he should feel free to check with

on any future cases.

Liaison, State Department, called to report that the briefing of Pat Holt,.
Chief of Staf Senate oreign Relations Committee, by Larry Eagleburger,
State Department, had gone well and that Holt said there would not be any
insurmountable problems in connection with the nomination. hearin gs.
Jenkins will brief Bob Dockery, on the Committee staff, when he
returns to Washington and will then return our classified memo.

10. I I LIAISON Received a call from J. J.
Hitchcock, at the- State Department, who is handling State's liaison with. the
Senate Select Committee on Intelligence. I-Ie informed m e that he had ,just
met with Bill Miller, Staff Director of the Committee, and :Miller had
informed him that the Committee was establishing four Subcommittees;
Budget, Human Rights, Charters, and Collection and Producfi.on. The
Collection and Production Subcomrnit:t:ee is apparently going to begin. its work 25X1
next week by requesting copies of all intelligence Publications.

12. LIAISON Called John Swanner, Standards of
Official Conduct Committee staff, and told him that John Marshall, of the staff,
in touch with the Agency concerning the Committee's plans to have
appeax before
the Committee with a representative rorn Ti-ate e arm 'his is in response
to the Committee's desire to talk with someone from the Executive Branch
concerning the leak of the House Select Committee Report. Swanner informed
me that they have information that the Agency received copies of the report
on 22 February and they would like to have the Executive Branch on record
that the Agency did not have copies at that time. Swanner also said he thought
it would not be in executive session. I told Swanner it was ray understanding
that.it would be executive. Swanner said he felt it would be in our best interests
to have this session open and I told. him that I was worried about the Committee
members going off on tangents. We agreed to keep this in the channel with
Marshall, Special Counsel for this investigation.

9. (Unclassified - THW) CONSTITUENT I called Carole Gray,
in the Falls Church district office of Representative Joseph L. Fisher
(D., Va. ), and apologized for the delay with respect to the inquiry from
their constituent, I told her I would have a letter to her
in a day or two.
10. (Unclassified -- THW) LIAISON I called Pat Holt, Chief of
Staff, Senate Foreign Relations Committee, and thanked him for allowing.
us to. review the 6 March 1973 transcript of the testimony of former
Director Helms and told him that we had some problems that we would
work out with the Department of State and the Department of Justice.
He said he had no problem with that procedure.
11. (Unclassified - THW) LIAISON Cliff Hackett, House International
Relations Committee staff, called with respect to the document on the Italian
Communist Party, which he had requested to read. I told him that it was a
working paper and did not necessarily reflect the views of the Agency. I
reminded him of our previous conversation when I said that the document
contained information that could reveal intelligence sources which the
Director has the responsibility to protect. Based on this, we felt. that
we could not provide him with the document but that we would be glad to
give him a briefing on the matter if he would specify his needs. Although
he wasn't happy with that answer he said he would think about the briefing,.
12. (Unclassified - THW) LIAISON I called J. J. Hitchcock,
INR/State Department. and told him that we had minor problems with
the transcript of former Director Helms, which we believe we could
work out with the Department of Justice in order to allow the release
of the transcript. I told him that Justice had the opinion from the State
Department's letter that State was leaving the release of the report up
to us. Hitchcock said that this was not so, that State would probably still
object to its release regardless of what the Agency felt. It was decided
that we would get together with Hitchcock to discuss the matter before we.,
sit down with Justice on an in-depth declassification review. Hitchcock
said he would also like to be present when we discussed details of saniti--
zation with Justice. OGC, was advised and will handle the
follow-up in this matter.
