I I LIAISON Attended a breakfast/briefing hosted by Mr. Knoche l oar the Senate Select Committee on Intelligence Budget Subcommittee this morning. In attendance were: Senators William Hathaway (D, , Maine), Robert Morgan (D. , N. Car. ), Gary Hart (D., Colo. ), and Strom Thurmond (R. , S. Car. ). Staff members attending were: Bill Miller, George Pickett, Elliot Maxwell, Michael Madigan, Howard Liebengood, Charles Kirbow, Rick .Inderfurth, Sarn Bouchard, and Mike Epstein. LIAISON In response to Mr. Gary's conversation with Dave Bowers, House Ethics Committee, yesterday, I called Bowers and gave him suggested language to put in a note to attach to his 17 September 1976 letter to Chairman John Flynt. 25 25 LIAISON In the absence of Paul Dailey, FBI, spoke with John. Hotis, FBI, about our concern with the Senate; Select: Committee on Intelligence staffers reviewing files on people involved in t:he Icase. I said the had no problem with them :looking at the files but they want to get copies on. a loan basis of some of these documents which they feel they need to prepare fo:r. questioning on Friday. I 25, asked Hotis if this would in any way impede the -)ureau s invest:igatio.n of the I lassassination. Hotis said they have expressed concern, particularly to Mike Madigan, Senate Select Committee on Intelligence staff, but the staffers just get ruo:re, demanding and adamant. I told hi.rn the Director had talked to Chairman Daniel- Inouye (D., Hawaii) and Vice-Chairman :Howard Baker (R,, Tenn.) about thi: and Chairman Inouye said he had no intention of conducting an 11.investigati-on" of this but that Senator Baker was anxious to get into it_ I said when the Director talked to Senator Baker, he made it: clear he has every right- to proceed as Vice-Chairman to :Look into the case. I said if t:here is no basis for objection from the Bureau's standpoint, that we can only .Let Chairman Inouye and Bill Miller, Staff Director, know of our concern about our rnate.rial and whether this will impede the investigation. Paragraph 2 of that letter states that the documents reviewed by CIA at the Committee's request ranged in classification from "Confidential" through "Secret" and one "Top Secret." Mr. Cary was declassified by former/Director Colby when certain deletions IXC4 u of 414-s document, which was in the possession CIA were made in that text and as such it was read into the wee .est of the was never officially sanitized and does contain these deletions, certain security designators which are still on that copy of the document would require that it be classified "Confidential.
