(Unclassified - DFM) LIAISON Talked several times to Ted Ralston and Bill Miller, both on the staff of the Senate Select Committee on Intelligence, regarding their request for a co of an NIE. After discussing this with D/DCI/NIO, it was decided not to send the NIE, but to offer to have Mr. Bush bring one and show it during his briefing of the Committee on 16 June. This did not satisfy Ralston, but he said the Committee would not go to battle over a ten-year-old NIE. 16. (Unclassified - NDL) LIAISON Per a request submitted to Mr. Angus Thuermer's office, Assistant to the DCI, I mailed to Toni Inniello, on the staff of Senator Jacob K. Javits (R. , N. Y. ), two copies of the Agency publication entitled "A Study of Cl.imatologi_cal Research as it Pertains to Intelligence Problems. 17. (Unclassified - RLB) LEGISLATION Spoke with Dr. Benjamin Cooper, on the staff of the Senate Interior and Insular Affairs Committee, regarding a pending amendment by Senator Floyd K. Haskell (D. , Colo. ) to the Federal Energy Administration Extension Act of 1976. The amendment, which is similar to an earlier bill by Senator Henry M. Jackson (D. , Wash. ),. would establish an Energy Information Office in FEA that could draw on energy-related information and work-product of other agencies. I discussed with Dr. Cooper the matter of ensuring that any Agency interests be taken care of and we agreed to be in touch at such time as the FEA bill goes to conference. 18. (Unclassified - THW) LIAISON I took a call from Rick Gilrriore, on the staff of the Subcommittee on Multinational Corporations,, Senate Foreign Relations Committee, who stated that the Chairman of the Sub- committee, Senator Frank Church (D. , Idaho), was inviting Director Bush, Dr. Henry Kissinger, Secretary of State, and Mr. Earl Butz, Secretary of Agriculture, to testify before the Subcommittee on 28 June on the subject of international grain trade. The session is to be open. Senator Church would like the Director to testify on the implications of increased export of grain, changes in world production, changes in e sport/import patterns, climate effects, etc. I thanked him for the alert. (Unclassified - JMD) LIAISON Called Elly Vogtmann, Senate Foreign Relations Committee staff, and advised her that I had received the transcripts she was returning. These had been given to Senator Frank Church's (D. , Idaho) Senate Select Committee to Study Governmental Operations With Respect to Intelligence Activities during their investigations. I pointed out to Ms. Vogtmann that the transcripts had obviously been taken apart and she said she had noticed that. 26. (Unclassified - PLC) LEGISLATION Called Bill Hogan, Counsel, House Armed Services Committee, and inquired as to when H. R. 13615, to amend CIARDS, would be scheduled for House floor action. Hogan said the calendar is quite jammed but he and Frank Slatinshek, Chief Counsel, will press the Rules Committee for floor action next week. 27. (Unclassified - PLC) CONSTITUENT Received a call from Georgia Shubat, in the Los Angeles, California, office of Senator John Tunney (D. , Calif. ), requesting on behalf of a constituent, a copy of the 12 March 1964 CIA document concerning Lee Harvey Oswald which she understands has been declassified and released under the Freedom of Information Act. Also dropped staff of the House International Relations Committee, for ST 12. (Unclassified - SK) EMPLOYMENT At the request of Pam Guffain, in the office of Representative Joe D. Waggonner (D., La. ), I made arrangements with the Office of Personnel to have the regional recruiter _ contact a constituent, F I ST s interested in employment with the Agency. Ms. Guffain was notified that OP would send a letter tol and that a letter would be sent to the Congressman thanking him for his interest. ST 13. (Unclassified - BAA) LIAISON Ron.Caridi, House Select Committee on Education staff, called and asked if the Agency has a publication entitled "Crop Production in Europe. " I said I would check and let him know. 14. (Unclassified - RC) BRIEFING/INTEL Sat in on the briefing of two GAO officers, Messrs. John K. Spencer and Dr. Diter Schweibes at CIA Headquarters. The briefing concerned USSR chemical warfare threat and was given by OSI. Also present was Perry Miles, Intelligence Community staff. GAO's main interest was how serious was Soviet intention regarding the use of chemical/ biological warfare and how solid was our evidence. A follow-on briefing was planned for next week. This briefing was arranged as a result of a request from Senator John L. McClellan (D., Ark.). 15. (Internal Use Only - RC) LIAISON/NSC Took a call from Bob Wolthius, of the White House staff, who asked whether the Director planned to appear before Chairman Frank Church's (D., Idaho) Senate; Foreign Relations,Subcommittee on Multinational Corporations. He said Earl ? Butz, Secretary of Agriculture and Henry A. Kissinger, Secretary of State, had also been asked. I explained we had only gotten a phone call from the Subcommittee anc as yet had not received a letter. Accordingly, it has not been decided whether the Director or someone else would appear.
