7-o mention to Chairman Lucien N. Nedzi (D., Mich.), Joint Committee
on the Library, our interest in having preliminary discussions with Library
of Congress personnel on the data program known as SCORPIO. Hogan
said Chairman Nedzi has been away and very busy and that he had not yet
had a chance to speak to him. I explained to Hogan that our talks with
Library of Congress people were at this point only in the interest stage
and Hogan saw no reason why we should not continue our discussions,
asking only that we keep him posted. We agreed that should any concrete
steps be contemplated we would definitely touch base with him first.

18. EARING Called Frank Slatinshek,
Chief Counsel, House Armed Services Committee, and informed him of the
Director's acceptance of the request by the Hawse elect Committee,, on
Narcotics Abuse and Control to appear during the week of 20-2_ 4 September
in executive session on the Agency's programs to support law enforcement
agencies engaged in controlling narcotics trafficking. Slatinshek said
we should be careful not to disclose operational matters. He is aware of
the complaints that DEA is not effective and hopes we don't get involved
in that squabble. Slatinshek said the CIARDS bill, 11. R. 13615? will not
come up on the House floor until next week.

Hubert Lacey, Ultice o Finance, met with Bill Hogan, House Armed
Services COQ m, staff, and reviewed the floor statemen5
15, by Chairman F. Edward Hebert (D. , La.) and Representative
Robin L. Beard (D., R. I.). A few technical changes were made. Lacey,
Adele Sukowicz, Retirement Branch, and I will go up when Hogan calls to
let us know when the bill is considered. He doubts it will come up before
Friday. Hogan asked for the transcript of 3 February 1976 before the CommitteeSTAT
which we are holding.

Paul Findley's (R. , Ill.) proposed amendment to knock out the ?1l% kicker"
when the CIARDS bill, H. R. 13615, is taken up on the floor next week.
Slatins__ek asked that I check with Mr. Findley to discuss this further since
the recently enacted provision in the Defense Authorization for FY 1977 ties
this c . -_ge to any change in the Civil Service .retirement system. He offered STAT
to be o' assistance should a problem develop.

13. I LEGISLATION Received a call
from Bob Haney, in the office of Representative Dominick V. Daniels
(D. , N. J. ). Haney had inquired of Bill Hogan's office, House Armed
Service,s-_o e staff, as to whether any amendrnen~s to t. IARDS
H. R. 13615, were to be introduced and was referred to me by
Mr. Hogan's secretary. I told Haney that Representative Paul Findley's
(R. , Ill.) office had called yesterday advising that Mr. Findley will
introduce a floor amendment to knock out the "1% kicker" in the
cost-of-living formula. I discussed with Haney the recently enacted
legislation in the Defense Authorization bill for FY 1977 and the, Foreign
Service Retirement Act amendments tying the dropping of this provision
in retirement programs to the Civil Service retirement system and
pointed out the inequity if the Agency were to be singled out. I further
explained to Haney that Mr. Findley's amendment could create serious
problems for the Agency since two-thirds of our employees are under
Civil Service retirement and would not be affected. Haney expressed
support for our position but said he could not speak for Mr. Daniels,
however, he will pass this information on and will get back to me if he
wanted anything further.
